Having access to a trusted medical professional at a moment’s notice is invaluable. The new TRICARE Nurse Advice Line (NAL) does just that. All TRICARE beneficiaries in the continental United States, Alaska and Hawaii can get health advice by calling the NAL, toll-free and 24/7. The NAL number is 1-800TRICARE (874-2273). The NAL is a team of registered nurses who answer urgent healthcare questions. They give beneficiaries professional medical advice to help decide whether self-care is the best option, or they should see a healthcare provider. They will recommend if it’s ok to wait for care, or if beneficiaries should seek urgent or emergency care. There is always a live person on the line to answer health questions. The NAL has pediatric nurses to answer children’s health questions. If follow-up to the child’s care is needed or requested, the NAL will call back to check on them a few hours later. The NAL can also help beneficiaries find the closest medical care if they need it. - 24 - When beneficiaries call the NAL, a representative checks their eligibility in the Defense Enrollment and Eligibility Reporting System (DEERS). The policy has specific guidance on attendance, absences and identifies support services for students at-risk for not fulfilling the grade or course requirements. Below are a few of the highlights of the policy: •All students are required to attend school for 180 instructional days per school year. •Academic penalties will not be imposed for excused absences. •Whenever a student needs to be out for more than five days, the teacher will provide a Student Educational Monitoring Plan to lessen the impact of a student missing instruction in class. Excused absences can include: ◦Personal illness ◦Medical, dental or mental health appointment ◦Serious illness in the student’s immediate family ◦A death in the student’s immediate family or of a relative ◦Religious holiday ◦Emergency conditions such as fire, flood, or storm ◦Unique family circumstances warranting absence and coordinated with school administration. ◦College visits that cannot be scheduled on non-school days ◦Reasonable amounts of time surrounding deployments and reintegration providing missed schoolwork is obtained in advance and completed upon return. The policy establishes a balance between the need for military families to spend time together following deployment, while emphasizing the importance of education. SOUTH CAROLINA MEDICATION POLICY CHANGE New South Carolina Vaccination Regulation A new South Carolina immunization regulation requires all seventh-graders in South Carolina to have booster shots for tetanus, diphtheria, and whooping cough. DHEC is putting on free vaccine clinics in the coming weeks to make it easier for parents to get the Tdap booster. All seventh-graders need proof of the Tdap booster before beginning school this August. For more information, please call DHEC at 803.785.2698. Over-the-Counter Medications Over-the-counter medications will no longer be administered at school without a written medical order (prescription). South Carolina laws require school nurses to have a medical order from a health care provider for all medications administered to students. For more information, please call the school nurse. Military Interstate Children’s Compact Commission - 30 - The Military Interstate Children’s Compact Commission (MIC3) oversees the implementation of the Interstate Compact on Educational Opportunities for Military Children. All fifty (50) States are now members of the compact. The purpose of the compact is to ease some of the transition issues faced by military students as they move from state to state and district to district. THE FEDERAL IMPACT AID PROGRAM Many local school districts across the United States include within their boundaries parcels of land owned by the Federal Government or land which has been removed from the local tax rolls by the Federal Government. Since Federal property is exempt from local property taxes, sometimes these school districts are operating with less local revenue than is available to other school districts. Since 1950, Congress has provided financial assistance to these local school districts through the Impact Aid Program. Impact Aid was designed to assist local school districts that have lost property tax revenue due to the presence of tax-exempt Federal property, or that have experienced increased expenditures due to the enrollment of federally connected children, including children living on Indian lands. The Impact Aid law (now Title VIII of the Elementary and Secondary Education Act of 1965 (ESEA)) provides assistance to local school districts with concentrations of children residing on Indian lands, military bases, low-rent housing properties, or other Federal properties and, to a lesser extent, concentrations of children who have parents in the uniformed services or employed on eligible Federal properties who do not live on Federal property. How do school districts use Impact Aid? Most Impact Aid funds, except for the additional payments for children with disabilities and construction payments, are considered general aid to the recipient school districts; these districts may use the funds in whatever manner they choose in accordance with their local and State requirements. Most recipients use these funds for current expenditures, but recipients may use the funds for other purposes such as capital expenditures. Some Impact Aid funds must be used for specific purposes. All payments are distributed by wire transfer directly to the bank accounts of school districts. School districts use Impact Aid for a wide variety of expenses, including the salaries of teachers and teacher aides; purchasing textbooks, computers, and other equipment; after-school programs and remedial tutoring; advanced placement classes; and special enrichment programs. Payments for Children with Disabilities must be used for the extra costs of educating these children. They will be asked for garrison name, email address, and gender. They then will be given a specific password, sent to their e-mail address, only for him or herself. The garrison will be credited with a census count for each student who logs on and then the count will continue throughout the year.
