need of a Casino Chair and volunteers for the next
casino fundraiser which the BTCA will be hosting. No
experience or special skills are needed to volunteer for
the casino, just a bit of your time and the desire to help
the BTCA continue to maintain our beautiful community facility.

Nominations
It’s that time of year again – time to nominate someone in your neighbourhood for a 2015 Community
Volunteer Award! Community associations would not
survive without their volunteers. These hard-working
individuals are the life-blood of our network dedicating
their time and energy to help improve neighbourhood
life in Calgary. With over 20,000 volunteers involved in
150 community associations across our city, the list of
jobs and tasks they take on is endless. From maintaining the ice rink or organizing the community newsletter, to fundraising for a neighbourhood playground or
planning a large event, and almost anything else you
can think of that goes on in communities, volunteers
are handling it! We’d like you to take a minute and think
about the volunteers helping out in your communities
and how nice it would be to formally recognize and
thank them for their efforts.
The Spark Award – The volunteer who always brings
new and exciting ideas to the table and sparks a sense
of excitement within the community. They are a motivation to others and always engaging others to be part of
the community.
The “Be Part of It” Group Award – A group of volunteers who organized an event or project that created a
strong sense of pride in the community. They engaged
a variety of residents and partners to complete the job
and the end result created a sense of belonging for the
community.
The Community Builder Award – A volunteer who has
spent their life dedicated to improving neighbourhood
life within the community. This lifetime achievement
award recognizes the volunteers whose efforts have
impacted the quality of life both within their own community and the city as a whole.
Take the time to recognize your community’s dedicated volunteers and nominate someone for a
Community Volunteer Award today! It’s easy and
will be something they can hold onto forever.

Joey’s Seafood Restaurants
Banff Trail Community Association
The idea for Joey’s was fittingly planted in Joe
Klassen’s future aboard the Fintry Queen, a lake
paddle wheeler operating out of Kelowna.
As a 14 year old, Joe worked alongside two sisters
as a dishwasher and prep cook and helped put on a
weekend dinner cruise seafood buffet. Seeing the
happy customers on deck, under the stars, out on
the lake after dinner, started him thinking.
Fast Forward five years, a newly married Joe was
painting houses in Calgary and he and Theresa
decided the time was right to bring seafood to the
city. With recipe help from his family, the Joey’s Fish
and Chips recipe was born and the first Joey’s
opened in September 1985.
Long hours dedicated to their communities, they
teach many kids about work in their first jobs and
have helped catapult many to become lawyers,
accountants, doctors, coaches, teachers and
parents!

Civic Charters: A tool for financing growth
In keeping with our recent (and rather dry) newsletter theme
on growth and taxes, I wanted to share one solution under
consideration: The Civic Charter.
A bit of history: The City of Calgary’s current legal arrangement
with the Province of Alberta stems back to the days of Confederation when over 80 percent of Albertans lived on the family
farm. Canadian cities were considered “creatures” of their province, with limited powers of self-determination. Now, over one
hundred years later, with 83 percent of Albertans living in cities, little has changed in our regulatory relationship. (Fun fact:
Municipalities in Alberta are only required to do two things hold elections and bury people.)
To raise revenue, Alberta cities are limited by the Province to
property taxes (widely considered a regressive tax) and user
fees. Faced with extreme growth bursts, Calgary is unable to
charge for the full cost of new development. We are dependent on other orders of government for grants, while services
long considered Federal or Provincial responsibility, like affordable housing or low-income subsidies, are being downloaded to the City.
After decades of discussion, the Government of Alberta, the
City of Calgary, and the City of Edmonton signed an agreement in late 2014 to negotiate a Civic Charter. The key areas
under discussion are Governance, Planning and Development,
plus Assessment and Taxation.
A Civic Charter could allow Calgary to look at different funding
methods other than property taxes, including the ability to negotiate with developers for full-cost recovery rather than the
current system of taxpayer-funded operating costs and debtfinanced infrastructure costs. A charter could also help Calgary
be more nimble and responsive to wild growth swings.
The concept of a charter goes far beyond financial independence. It could also allow us to make our own decisions on
important issues like campaign finance reform, residential
speed limits, building codes and safety standards, plus quotas
for affordable housing in new communities.
The issues around funding growth will continue to be part of
our discussions at Council. I will share more about the Charter
negotiations as they progress. In the meantime, please feel

As I look forward to a busy new year I continue to be proud of the
hard work and the many accomplishments on behalf of Canadians that my colleagues in Parliament have and will continue to
achieve. Your Government remains committed to what matters
most to Canadians: jobs, growth, and long-term prosperity.
We are taking action to put more money back into the pockets
of Canadian families and we will continue to take the necessary
steps to secure prosperity for this generation and the next.
Along with the recently introduced Family Tax Cut, the Federal
Government has increased the Universal Child Care Benefit,
the Child Care Expense Deduction, and the Children’s Fitness
Tax Credit. All families with children will benefit from these
new measures. Details of these and other tax breaks can be
viewed at http://www.cra-arc.gc.ca. The average tax relief and
benefits for these families will be $1,140 in 2015. Low and
middle-income families will receive two-thirds of the overall
benefits provided by the package. We have reduced the overall federal tax burden to its lowest level in over 50 years and we
remain on track to balance the budget in 2015.
Canada continues to enjoy one of the best economies in the
world. Over 1.2 million more Canadians are working now
than in July 2009, when the recovery began, representing
an increase of 7.3 per cent and one of the strongest job creation performances in the Group of Seven (G-7). Since 2006,
the government has concluded free trade agreements with
38 countries, bringing the total to 43. 2014 saw new agreements with the European Union, South Korea and Honduras,
revamping of the trade agreement with Chile and a foreign
investment promotion and protection agreement with China.
We will continue our efforts to support the free flow of goods
for the benefit of Canadians.
On other fronts we will continue to support vital research in
medical, environmental, space and aeronautical research and
development, strengthen rail and pipeline safety, improve and
expand Canada’s National Park system and work toward reducing
red tape for people dealing with government. We will continue
significant efforts to safeguard Canadian homes and streets. We
will be seeking tougher penalties for child predators and working toward drug free prisons. Perhaps more significantly we will
be moving the Victims Bill of Rights Act forward. In addition, we
look to pass the Veterans Hiring Act, the Common Sense Firearms
Licensing Act and the Protection of Canada from Terrorists Act.
