CONSTITUTIONAL OFFICERS
New Jersey's State Constitution provides for the election of a Sheriff, a
County Clerk and a Surrogate Judge to serve each county. The Sheriff
is elected to a three-year term and the Surrogate and County Clerk are
each elected to five-year terms. The County Prosecutor is the Chief Law
Enforcement Officer of the County and is appointed by the Governor for
a five-year term.

BERGEN COUNTY HISTORY
Bergen was one of the four original counties in New Jersey with its early borders reaching
into what are now Passaic and Hudson counties. Today, Bergen County is a 239-square-mile
parcel of land in the northeast corner of the state, with a population of over 900,000 people.
Although Bergen was designated a “judicial district” in 1675, it was not until 1683 that the
Provincial Assembly passed an act creating the counties of Bergen, Essex, Middlesex and Monmouth.
In 1710, Hackensack - a Lenni Lenape word believed to mean "stony ground" was designated as the county seat. The oldest records of the Bergen County Board of
Freeholders and Justices are dated May 19, 1715. At that meeting, it was decided to build a
combined courthouse and jail, which was erected on Hackensack’s historic Green in 1716.
Bergen County observed the 300th anniversary of its founding on March 7, 1983. In 1985, the voters
approved a governmental change, which had been recommended by the Bergen County Charter Study
Commission, elected the previous year, to assess the freeholder form of government. As a result of that study
and a vote by the people of the county, in November 1986, Bergen's form of government changed from a nine
member Freeholder Board to a County Executive and seven member Freeholder Board. The County Executive
would be elected to a four-year term and the seven members of the Board of Chosen Freeholders are elected
at large to three-year staggered terms. All take office early in January following their election in November.
ITS GOVERNING BODY
Bergen County Executive Kathleen A. Donovan was elected in November 2010 and took office on
January 1, 2011. Ms. Donovan had previously served Bergen County residents as their County Clerk for
22 years and represented District 36 as an Assemblywoman from 1986 to 1988. As an attorney in private
practice she served as a part time Public Defender for her hometown of Lyndhurst from 1983 to 1988
and also as a part-time staff attorney for the Bergen County Office on Aging from 1981 to 1984. From
June, 1989 to February, 1990, Donovan was the first woman to chair the State GOP and in 1991 was the
Republican Chair of the New Jersey Legislative Reappointment Commission. On February 16, 1994, she
was appointed to be a Commissioner of the Port Authority of New York and New Jersey, and on April
14, 1991, became the first woman to serve as a Chair of the Agency. She remained a Commissioner until
2002. A resident of Rutherford, Ms. Donovan earned a B.A. in Political Science Cum Laude from Rutgers
University in Newark, NJ and received her Juris Doctorate from Cleveland State University's John Marshall
College of Law in Ohio.
The current members of the Board of Chosen Freeholders are Chairman John Driscoll, Jr., Vice
Chairwoman Maura R. DeNicola, Chairman Pro Tempore John D. Mitchell, John A. Felice, David L.
Ganz, Robert G. Hermansen and Bernadette P. McPherson.
Under the state charter, the County Executive handles the day-to-day operations of the county
government, appointing the department heads and overseeing the activities of all departments and divisions.
The Board of Chosen Freeholders acts as a legislative body giving advice and consent to the actions
of the County Executive.
BERGEN COUNTY GOVERNMENT
Bergen County has a County Executive, Board of Chosen Freeholders and three Constitutional
Officers. There are eight departments.
The Department of Administration and Finance includes the Offices of Data Processing, Fiscal

Operations, Personnel, Purchasing and the Treasury. It ensures maximum efficiency, cost-effectiveness
and quality service for the county’s taxpayers.
The Department of Health Services promotes optimal health, prevents disease, and protects the
environment. Its divisions and programs include Addiction Recovery Program, Animal Control, Animal
Shelter, Behavioral Health, Adult Day Care Center, Bergen County Health Care Center, Environmental
Health, Hazardous Materials Response Program, Health Counseling Center, Health Promotion, Intoxicated
Driver Resource Center, Planning and Emergency Preparedness, Public Health Nursing, Special Child
Health Services, and Spring House for Women.
The Department of Human Services assesses the needs of the county’s most vulnerable residents,
and then manages resources to meet those needs, while coordinating a delivery system. The department's
divisions include Alternatives to Domestic Violence, the Office for Children, Community Transportation,
Disability Services, Family Guidance, Senior Services and Veterans Services.
The Department of Law is led by the County Counsel. There are two divisions. The County Counsel’s
Office is legal counsel to the County Executive, the eight departments and the offices of the Sheriff, County
Clerk, Surrogate and Prosecutor. The Adjuster’s Office is the liaison between the courts and the psychiatric
institutions of the state, performs investigations and assists in the processing of gun applications.
The Department of Parks is in charge of the recreational and cultural services of the county.
Bergen County boasts an excellent park system where residents can ski, skate, jog, cycle, golf, picnic,
camp overnight, tour a zoo, visit a Revolutionary War Battle Site, take a guided nature hike, swim, and play
softball and tennis. Some of the county’s facilities include a nationally accredited zoo, five golf courses,
19 parks, two stables, an environmental center and nine historic sites. The Office of Cultural and Historic
Affairs is also a division of Parks.
The Department of Planning and Economic Development is charged with shaping the county’s
environmental and economic future. Its divisions include Community Development, Engineering and
Administration, Land Use & Development Review, Open Space, Public/Private Partnerships, Data Resources
& Technology, Regional Planning & Transportation and Master Planning. It also encompasses the Bergen
County Planning Board and the Construction Board of Appeals. The Department of Public Safety provides public safety services for the county. Included in this
department are the County Police and the divisions of Consumer Affairs/Consumer Protection, Emergency
Management, Medical Examiner, Public Safety Education at the Law & Public Safety Institute, Weights
and Measures, and the Office of Highway Safety.
The Department of Public Works maintains the county’s 452 miles of roads, 173 bridges, and
more than 1 million square feet of county buildings. Its five divisions are Administration, Engineering,
General Services, Operations, and Mosquito Control.
The elected Constitutional Officers of the County are the Sheriff, the County Clerk and the
Surrogate. The Sheriff is responsible for the Bureau of Criminal Identification, Court Security, the
Bergen County Sheriff’s Detention Center and the Detective Bureau. The County Clerk is responsible
to record and maintain public records through the Registry and Counter Divisions and the operation of the
Election Division. The Surrogate admits wills to probate, appoints guardians, and issues certificates of
authority to executors of estates. All are elected by the voters of Bergen County. The County Procescutor
is the fourth Constitutional Officer, but is not elected - he is appointed by the Governor with the advice
and consent of the State Senate.

All in all, Bergen’s county government provides services for its residents which local governments
are unable to provide and, in addition, acts as liaison to the state and federal governments.
EDUCATION IN BERGEN COUNTY
Education has always played a major role in Bergen County’s development. The Bergen County
Technical Schools offer full and part-time technical instruction to secondary and adult students, as well
as enrichment classes for middle school students and a day care facility for children under 5 years old.
The Hackensack Campus is home to the Bergen County Academies, seven public magnet high school
programs, geared toward hands-on, project-based learning. Secondary programs also include Bergen County
Technical High School in Teterboro, Bergen County Vocational/ Technical High School in Paramus, shared
time Technical Education Centers at both campuses, and the Academies @ Englewood, a magnet school
program in Englewood. BCTS’ Adult and Continuing Education Division and Bergen Workforce Center
provide education , job skills training, career planning, and job search assistance. Emergency Medical Services
serves as the region’s training center for emergency procedures for ambulance, paramedic and hospital crews.
With video production capabilities such as ATM, ISDN, ITV and distance learning,
the Bergen County Technical Schools have infused the County with unparalleled
t e c h n o l o g y.

provider;
the ETTC, a training center for educators; and BELS, an electronic library for schools.
Bergen County Special Services provides cost-effective, regionalized programs and services to
a population with disabilities from age three through adult. Bergen Community College, a two-year
institute of higher education, serves the needs of students ranging in age from teens to retirement.

Parking lot entrance for visitors is between One Bergen County Plaza and the Justice
Center, off Hudson Street. The guard at the security booth will direct you to the proper
area. Handicapped parking is on the piazza in front of the main lobby entrance to One
Bergen County Plaza.
From Route 4 East or 4 West – Exit at Hackensack Avenue, Business District. Hackensack
Avenue becomes River Street. From River Street make a right onto Kansas Street then
right onto Hudson Street. Turn right at the corner of One Bergen County Plaza.
From Route 17 North – Exit at Polifly Road. Four lights later, make a right onto Essex
Street, cross over RR tracks. See Court House ahead. (Road curves and splits). Bear right
onto Hudson Street and take your first left between the Justice Center and One Bergen
County Plaza.
From Route 17 South – Exit at Essex Street (Maywood-Paterson). Make a left at the stop
sign onto Essex Street. Stay on Essex over Route 17, past Hackensack University Medical
Center over RR tracks. Proceed as above from Route 17 North.
From Route 80 West – Exit at #66 (Hudson Street, Hackensack, Little Ferry). Go to light.
Make a left onto Hudson Street. As Hudson Street starts to curve, see Court House ahead.
Make a right between Justice Center and One Bergen County Plaza.
From Route 80 East – Exit at #65 (Green Street, South Hackensack). At end of ramp,
make right and proceed to light. Turn right onto Green Street and proceed to end. Turn
right onto Essex Street. See Court House ahead. Bear right onto Hudson Street and make
a left between the Justice Center and One Bergen County Plaza.
