About the Keynote Speaker Rebecca Zeigler Mano is an Educational Advisor at the U.S Embassy Public Affairs Section in Zimbabwe. On a daily basis, she assists, informs and guides both school leavers and graduates who are interested in accessing an American education. For the past ten years, she has worked tirelessly to ensure students are accepted into U.S colleges with adequate funding. Formerly an Oversees Advising Coordinator for NAFSA: the Association of International Educators where she served as the Liaison between the board and International Educators worldwide, Rebecca was elected Chair of one of only five of NAFSA’s Knowledge Communities, a role she has held as of January 2007. In May 2006 she received the Marita Houlihan Award for Distinguished Contributions to the Field of International Education from NAFSA. In 1999 she was recognized by the city of San Francisco, her hometown, and awarded the Certificate of Honor from Board of Supervisors. In 1999 Rebecca Zeigler Mano founded a small, ambitious but highly organized program called the United States Student Achiever’s Program (USAP) in Zimbabwe. Primarily, the program’s goal was to encourage and assist highly talented but economically disadvantaged high school graduates access scholarships and full-funding at top US colleges and universities. Starting off with 13 students, USAP has since grown into an international program spanning countries across the continents such as South Africa, Nigeria, Benin, Mongolia, Brazil, Ecuador, Estonia, Romania and The United Kingdom, among others. Rebecca’s vision of educating the underprivileged has broken borders and through a dedicated network of Educational Advisors in various countries, USAP has significantly impacted the lives of the recipient youths. There are currently over 150 USAP students in the United States, most, highly dedicated to their communities, bringing about change both on their campuses and in their communities back home. Humble and socially committed, Rebecca serves on the board for Chiedza Children’s Home, one of Zimbabwe’s oldest orphanages, located in Mbare, Harare. She is the current serving Chairperson for the Girl Child Network (GCN), an organization which works to inform, protect, empower and safe house young girls affected by sexual abuse and other forms of social victimization. She holds a Master’s in International Development Education from Stanford University, CA, and a BA in Anthropology (magna cum laude) from Brown University in Providence, Rhode Island. Over time, HEISEE seeks to expand this collaborative model throughout the region utilizing carefully constituted partnerships with other countries in southeastern Europe and the appropriate institutes, agencies, and NGOs within these countries, which logically might fit the mission described below. In so doing, HEISEE strives to build capacity within the higher education community throughout the region by effectively bringing together resident experts as well as those from the international community. Keynote speech of the Scholarships Fair 2012 Academic Capitalism and the New Economy: Markets, State and Higher Education 12:15 – 13:15 at the Fairs in Zagreb and Rijeka About the Keynote speech Professor Sheila Slaughter will address the possibilities and problems of markets and quasi-markets in higher education in the United States and various parts of the European Union. She will speak to tuition and fees, curricula that are close to the market as well as those that are (or seem to be) far away, research and research funding, competition for international students and for world class markets, as well as governance, particularly trustees, autonomy and university construction of channels to economies. About the Keynote speaker Sheila Slaughter is the first occupant of the McBee Professorship of Higher Education and comes to the Institute from the University of Arizona. A distinguished scholar of higher education, her most recent book is Academic Capitalism and the New Economy: Markets, State and Higher Education with Gary Rhoades. Professor Slaughter’s scholarship concentrates on the relationship between knowledge and power as it plays out in higher education policy at the state, federal and global levels. During the last fifteen years she has focused on topics such as intellectual property and statutes, commercialization of academic science and technology, market mechanisms 32 PARTNER COUNTRY: UNITED STATES OF AMERICA in higher education, and, to borrow from the title of her most recent book, the dynamics of academic capitalism and the new economy. Professor Slaughter has served as the President of ASHE,and received the ASHE and AERA lifetime research awards. She has substantial funding from the National Science Foundation (NSF) and has served as consultant to the NSF. During 2004, she served as program director of Societal Dimensions of Engineering, Science, and Technology at the National Science Foundation. Dr. Slaughter has also worked with the European Universities Project, Hedda - the European association of research centres, institutes and groups with expertise in higher education research, the Salzburg Seminar, and various groups in Mexico and Argentina on issues related to marketization and commercialization of science and curricula. Professor Slaughter is the author or co-author of four refereed books, the two most recent of which were published by the Johns Hopkins University Press. She has also published 34 refereed articles, 25 book chapters, 11 edited books or special journal issues, and 3 monographs. She has published in all of the leading journals of higher education including the Review of Higher Education, the Journal of Higher Education, and Higher Education. In addition, she has published in major journals outside the field, ranging from sociology to science and technology studies because her scholarship cuts across several disciplines. Workshop organized by the Higher Education Initiative for Southeastern Europe (HEISEE): Managing Higher Education Finance Reform in Croatia 14:40 – 15:40 at the Fairs in Zagreb and Rijeka About the workshop In this workshop, Dr. Toutkoushian will focus on the topic of financial assistance to support students in higher education in Croatia. He will review features of higher education pricing and support in Croatia and the United States, and facilitate a discussion among attendees regarding changes in financial assistance for students. The workshop is intended to provide an illustration of the type of analytical and support work that a higher education center or institute (such as HEISEE) can provide to policymakers. About the speaker Robert K. Toutkoushian is a professor in the Institute of Higher Education at the University of Georgia. He also serves as the editor of the journal Research in Higher Education. Dr. Toutkoushian conducts research on the application of economic theories and methods to problems in higher education. At the Institute of Higher Education, Dr. Toutkoushian teaches classes on quantitative research methods, economics of higher education, and higher education finance. Prior to joining the faculty at the Institute, Dr. Toutkoushian worked for 14 years in the field of institutional research (serving as President of the Association for Institutional Research in 2010), and as a faculty member at Indiana University. Dr. Toutkoushian earned a PhD in economics from Indiana University. He has published more than thirty studies in peer-reviewed academic journals, and close to 20 chapters in edited books and monographs. 33 34 35 POPRATNI PROGRAM Predavanja, radionice i okrugli stol na temu obrazovne politike Predavanja i radionice za studente i učenike Ovogodišnji Sajam stipendija i prateće obrazovne ponude po prvi puta nudi bogat popratni program namijenjen ne samo studentima nego i donosiocima odluka, nastavnicima, istraživačima, administrativnom osoblju zaposlenom na institucijama u visokom obrazovanju te široj javnosti. Naime, Sajam dovodi renomirane svjetske stručnjake koji će govoriti o komercijalizaciji i financiranju visokog obrazovanja, a održat će se i prezentacije i okrugli stol na temu internacionalizacije visokog obrazovanja. Paralelno s izlagačkim dijelom Sajma, održavat će se i predavanja izlagača vezana uz mogućnosti studiranja i financiranje studija. Na predavanjima će posjetitelji moći saznati više o pojedinim studijskim programima i programima stipendiranja, o uvjetima za upis i dobivanje stipendija te o preporukama za uspješan odabir željenih programa i ostvarenje obrazovnih ciljeva. Na početku popratnog programa će biti predstavljena Inicijativa u visokom obrazovanju za Jugoistočnu Europu, nastala na poticaj University of Georgia (SAD), koja ima za cilj pokretanje prvog znanstvenog instituta za visoko obrazovanje u ovom dijelu Europe. Poznata međunarodna stručnjakinja prof. dr. EUROPASS „Europass portfelj sastoji se od pet dokumenata, čiji je glavni cilj osiguranje transparentnosti stečenih vještina i kvalifikacija. O nama British Council osnovan je u Ujedinjenom Kraljevstvu 1934. kao neprofitna organizacija s ciljem jačanja kulturnih i obrazovnih veza s drugim zemljama. Projekt za cilj ima stimuliranje upisa u srednje pomorske škole i pomorske fakultete, što je uz druge mjere kojima se povećava kvaliteta školovanja, odnosno studiranja, preduvjet za stvaranje kvalitetnog pomoračkog kadra, a što je jamstvo za sigurnost plovidbe, zaštitu ljudskih života i zaštitu morskog okoliša. Svjesni činjenice da ni najsuvremeniji brodovi bez kvalitetnih pomoraca neće daleko otploviti, zakonskim reformama, ali i konkretnim poticajnim mjerama potičemo mlade ljude na izbor ovog zahtjevnog zanimanja, a aktivnim pomorcima nastojimo omekšati tvrde kore pomoračkog kruha. Samo vrhunski obrazovan, dobro plaćen, socijalno i zdravstveno zbrinut pomorac može odgovoriti zahtjevima suvremenog brodarstva, sigurno zaštititi ljudske živote na moru i biti čuvarom morskog okoliša. Stoga posebnu pozornost Ministarstvo posvećuje obrazovanju i izobrazbi pomoraca, uvjetima života i rada na brodu, te poticanju učenika i studenata za upis na pomorska zanimanja. Kao jedna od mjera za poticanje interesa za pomorska zanimanja je i provedba Projekta stipendiranja redovitih studenata preddiplomskog sveučilišnog studija nautičkog i brodostrojarskog smjera i učenika koji pohađaju srednjoškolsko obrazovanje nautičkog i brodostrojarskog smjera. Prema navedenom Projektu, stipendija za studente iznosi 1.200,00 kn, a za učenike 800,00 kn mjesečno. Zahtjev za kreditom mogu podnijeti svi studenti, državljani Republike Hrvatske, na studijima Sveučilišta u Rijeci ili na studijskim programima drugih sveučilišta u zemlji i inozemstvu koji se ne izvode na riječkome sveučilištu ako imaju prebivalište ili boravište na području Primorsko-goranske županije. Stipendija se dodjeljuje u 3 kategorije: A. za izvrsnost B. studentima slabijeg socijalno-imovinskog stanja te C. studentima s invaliditetom Opći kriterij pri vrednovanju pristiglih molbi su uspješnost (prosjek ocjena svih do sada položenih ispita, godina studija, duljina studiranja, ukupno stečeni ECTS bodovi) i dodatna postignuća. Predviđa se dodjela 100 stipendija u kategoriji A, 65 stipendija u kategoriji B te 10 stipendija u kategoriji C za desetomjesečno razdoblje s mjesečnim iznosom od 1000 kn. Novčana potpora iz Fonda za stipendiranje darovitih studenata Novčana potpora iz Fonda je namijenjena redovitim studentima preddiplomskih, integriranih preddiplomskih i diplomskih, diplomskih i stručnih studija koji su prvu godinu studija upisali akademske godine: 2007./2008., 2008./2009., 2009./2010., 2010./2011. ili 2011./2012. Pri vrednovanju prednost imaju studenti viših godina studija s donjom granicom prosjeka ocjena od 4,5. Osim visokog prosjeka vrednuju se i druge aktivnosti koje su dokaz kvalitete i uspješnosti. Pri dodjeli stipendija vodi se računa o zastupljenosti svih znanstveno-nastavnih i umjetničkih područja te o socijalnom statusu kandidata. Broj i iznos stipendija ovisi o prihodu Fonda, a prethodnih se godina dodjeljivalo 100 stipendija za desetomjesečno razdoblje s mjesečnim iznosom od 1000 kn. Natječaji za stipendiranje objavljuju se početkom akademske godine, a dodatne informacije su dostupne na web stranicama Sveučilišta u Zagrebu. Međunarodna razmjena studenata Redoviti studenti Sveučilišta u Zagrebu imaju mogućnost otići na studentsku razmjenu na jednu od partnerskih institucija Sveučilišta u inozemstvu putem različitih programa i projekata mobilnosti.
