This year marks the beginning of
TAIST- Tokyo Tech Phase 2, the
second five years. We also launched
a third program, the Advanced and Sustainable Environmental Engineering Program (EnvE).
Dr. Thaweesak Koanantakool, NSTDA president, and Prof. Dr. Akinori Nishihara, Chairman
of the Steering Committee for TAIST-Tokyo Tech in Japan, delivered opening remarks. The
abstracts of their speeches can be found on the following page.
Mr. Koji Tawara, secretary of the Embassy of Japan in
Thailand, also joined in the TAIST ceremony.
The presentations aimed to inform students about the
program and about the visits to laboratories, which will
aid them in conducting research in their 2nd year of study.

TAIST-Tokyo Tech では、2012 年 7 月 6 日に開講式・オリエンテーションを NSTDA セ
ントラル・ビルディングにて実施。今年、2012 年に TAIST-Tokyo Tech は Phase 2 を開
始し、また環境工学プログラムを立上げました。
式ではタウィーサック NSTDA 長官、西原 TAIST 運営委員長(東京工業大学)が挨拶
をし(要約は以下のとおり)、また俵幸嗣在タイ日本大使館一等書記官もご出席くだ
さいました。
President Dr. Thaweesak’s speech (abstract)
This program aims to establish an institution for human resource development to produce
world-class researchers and support high-level engineers. It is very much a joint effort with
all partners contributing resources and expertise.
Despite the effects of last year’s floods in Thailand, which forced us to adjust our planning and
scheduling, we were still successful in attracting a number of highly qualified students into the
program through a recruitment exercise which saw NSTDA staff and Thai professors from four
participating universities visiting 22 universities across Thailand.
As a result, this year we had more than 100 successful candidates applying to the three
programs, and they will have an exciting opportunity to further their studies at the Ph.D. level
at universities in Japan through recommendations from professors at Tokyo Tech.
To the students who are here today, I would like to congratulate you on joining TAIST-Tokyo
Tech. Being part of this program is an important step towards academic excellence. The
secret of success lies in your attentiveness. You have to stay focused, keep yourself informed
and ask questions. You will need to help solve problems through innovation and invention.
Professors and staff members are always ready to take action to help you to achieve your
academic goals.
I wish you a very successful future in the TAIST-Tokyo Tech Program.
Prof. Nishihara’s speech (abstract)
Thailand and Japan have a long history of collaboration and this year we are celebrating the
125th Anniversary of Thailand-Japan Diplomatic Relations. Tokyo Tech has MOUs with
many Thai universities including KMITL since 1992, Thammasart University and Kasetsart
University since 1996, and KMUTT since 2007.
The turning point was 2001 when NSTDA and Tokyo Tech signed an MOU. Based on that
MOU we opened our Tokyo Tech Office (Thailand) in the NSTDA building the following year.
The Office has been active in enhancing research collaboration between Thailand and Japan, in
promoting Tokyo Tech research activities, and in guiding prospective students.
The activities of the Tokyo Tech Office took on greater significance after the founding of
TAIST-Tokyo Tech in June 2007.

We are delighted that TAIST-Tokyo Tech has now entered its second phase and has added
another program, the new Advanced and Sustainable Environmental Engineering Program.
We are also happy to have accepted more than 70 new students into TAIST-Tokyo Tech this
year. We believe that TAIST-Tokyo Tech graduates will greatly contribute to the sustainable
development of society.
According to an old Chinese philosophical text, Guanzi advises:
If you are planning for a year, sow rice,
if you are planning for a decade, plant trees,
if you are planning for a lifetime, educate people.
In this way, we started our TAIST education program. However, compared to our lifetimes,
five years is a very short period of time and we are still at the very beginning of this
collaboration program. We will continue our efforts to further develop TAIST-Tokyo Tech
and foster research collaboration among TAIST member organizations. I truly hope this
collaboration will be even more fruitful in the future.
Library Training
TAIST-Tokyo Tech invited two members from Science and
Technology Knowledge Services (STKS) at NSTDA to provide
information on the library’s available services on the afternoon of July
6, 2012. Thank you Ms. Pornpan Boonyatim for the Thai version.

According to Hong Kong University Library,
ProQuest is a web-based information service
providing access to a number of databases covering
various subject disciplines, including business and
management, education, science, computing, medicine, telecommunications, the social
sciences and newspapers (local and overseas). Some of the databases include ABI/Inform
Global, Applied Science & Technology Plus, General Science Plus, and Social Science Plus.
The service contains summaries of articles from over 8,200 publications, with many in full-text

TAIST-Tokyo Tech Academic Roadshow 2012
TAIST-Tokyo Tech recruited students between December 2011 and March 2012 for the start
of its second phase. We visited 22 universities, both government and private universities.
TAIST- Tokyo Techは、2011年12月から2012年3月にかけ、第2フェーズ初年度の学生
募集のため説明会を実施しました。訪問した大学は、国立・私立を合わせ22大学に上
ります。

As a result of our TAIST-Tokyo Tech Roadshow this
year, more than 120 candidates applied to the
TAIST-Tokyo Tech Program. 28 students applied
for the AE Program, 35 students for the ICTES Program and 58 students for the EnvE Program.
We also have four international students from Vietnam, Iran and Nepal who are interested in
the AE program and have been interviewed by the committee.

説明会の成果として、今年は120名を超える学生がTAISTを受験しました(AE28名、
ICTES35名、EnvE58名)。この中にはAEに出願したベトナム、イラン、ネパールから
の4名の留学生も含まれ、受験者は各プログラムの委員会により面接を実施しました。
Each year candidates are interviewed and considered by each program’s committee during the
months of April and May.
全受験者は4月から5月にかけて、各プログラム委員会による面接を受け、選考され
ました。
Applicants who have not taken the English Proficiency Test will take an English test given by
TAIST-Tokyo Tech.
英語の検定試験を受けていない学生は、TAIST-Tokyo Techによる英語テストが必要
となります。

The beginning of the 2012 academic year marks the start of the second phase of TAIST-Tokyo
Tech. A new program, the Advanced and Sustainable Environmental Engineering (EnvE)
Program, was also introduced. This program receives the strong support and cooperation of
four institutions: Tokyo Tech, Kasetsart University, Thammasart University and NSTDA.
Contributors include nineteen Tokyo Tech professors, who will travel to Thailand and give
lectures to TAIST students at Thailand Science Park in Thailand; seven lecturers from
Kasetsart University; and, four lecturers from Thammasart University. NSTDA researchers
will also provide three researchers who will give lectures.
2012年度、TAIST- Tokyo Techは第2フェーズに突入し(第1フェーズは2006年から2011
年の5年間)、新たに環境工学(EnvE)プログラムを開始しました。このプログラムは、
4つの団体から多くの協力を得ています。東工大から19名の講師、カセサート大学か
ら7名の副講師、タマサート大学から4名の副講師に
来ていただいています。また、NSTDAの3名の研究
者も講義を担当します。

Why Should You Major in Chemical Engineering?
In this issue, we have the honor to present to you the thoughts
of Professor Wiwut Tanthapanichakoon, professor of chemical
engineering at Tokyo Tech. He will explain the importance of
choosing chemical engineering as a field of study.
現在、東京工業大学にて教授を務めるウィワット・
タンタパニチャクン先生から特別寄稿を頂きました。EnvE
プログラムにおいて講師を務めてくださるウィワット先
生から、化学工学という分野が勧められます。
You might wonder who I am, and why a foreigner like me is qualified to ask the above fateful
question. I am the first student from Thailand to study chemical engineering (ChE) at the
undergraduate level in Japan. And I am the first Thai to become a permanent full professor in
the long history of Tokyo Tech. By coincidence or by luck, Kyoto University and Tokyo Tech
are the first two among the three universities in Japan to pioneer ChE education.
What is the key difference between Chemistry and ChE? According to Webster’s New World
College Dictionary, Chemistry is “the science dealing with the composition and properties of
substances, and with the reactions by which substances are produced from or converted into
other substances,” whereas ChE is “the science and profession of applying chemistry to
industrial uses.” Without ChE the industrial scale up of production from small scale (done by
chemists, material scientists and so on) to full scale would never materialize. No wonder that
chemical engineers are treated well and with respect when they practice their profession. I am
not familiar with Japanese data but the AIChE 2011 Salary Survey reveals that in the US, the
average starting salary for chem. engineers is 66,900 UDS/year (about 446,000 yen/month @ 1
USD = 80 yen). AIChE stands for American Institute of Chemical Engineers, a global
professional community with over 40,000 members in 93 countries. Obviously, ChE is among
the best paid engineering professions in the US and elsewhere, particularly in Thailand. It
simply reflects the supply and demand law of economics.

Why did I choose to major in ChE at Kyoto University in 1969? I am absolutely sure that a
university freshman like you wasn’t born yet when Tokyo University didn’t accept any new
entrants in 1969 because of its year-long student strikes. I chose ChE because I was convinced
ChE was indispensable for the planned industrialization and modernization of Thailand. To tell
the truth, I didn’t and still don’t enjoy subjects that require heavy memorization such as
history, biology, and chemistry. I enjoy subjects that require analytical thinking, calculation,
and integration of components as well as discipline. This overall description nicely fits the
characteristics and requirements of ChE. In fact ChE was born a century ago from the
integration of chemistry and mechanical engineering. Already ChE has diversified and is now
truly multi-disciplinary in nature, ranging from biochemical engineering to molecular
engineering and nanotechnology. Incidentally, I am the founding executive director of the
National Nanotechnology of Thailand (NANOTEC), and my ChE background is definitely a
plus in this history-making effort. I wish to point out another unique strength of ChE, namely
the integration of chemical processes and systems into a large plant. Chemical engineers are
trained in process system engineering, which can be extended and applied to a group of plants
and regions, a feature not stressed in Chemistry.
Last but not least, I am happy and proud that both sons of mine have voluntarily chosen to
follow in my footsteps by not only majoring in ChE, but also studying in Japan. My elder son
received his D. Eng. from Kanazawa University whilst the younger got his B. Eng. and M.
Eng. from the same Kyoto University ChE Dept. as I did. Incidentally, from October 2011, Dr.
Pailin Chuchottavorn, who earned his M. Eng. and D. Eng. from Tokyo Tech’s ChE Dept.,
became the President and CEO of PTT, one of Thailand’s largest conglomerates in oil & gas
and petrochemicals with annual revenues of over 1,000 trillion yen in 2002.

The 8th International Conference on Automotive
Engineering (ICAE #8)
In 2002 the International Conference on Automotive Engineering (ICAE) was held in Thailand
at the Bangkok International Trade & Exhibition Center (BITEC) in collaboration with the
Society of Automotive Engineers – Thailand (TSAE), the Thai Automotive Industries
Association (TAIA) and the Grand Prix International Motor Show. Since then, the
conference has been held every year with speakers from government, enterprises, universities,
the auto industry, the parts industry and students from the Competition in Auto Challenge –
Student Formula.
自動車工学国際学会は、2002 年に TSAE、TAIA や Grand Prix International Motor Show
との連携の下、BITEC において開催されました。この年から、ICAE は毎年、国営企業、
大学、自動車産業界、パーツ業界からの研究者、そして学生自動車フォーミュラコン
テスト参加の学生などがスピーカーとして参加し、開催しています。
This year the ICAE-8 was held April 2-5, 2012 at Challenger Hall, Impact Muang Thong
Thani, Bangkok, Thailand under the theme of “Sustainable Technology for Vehicles.”
H.E. Air Chief Marshal Kamthon Sindhvananda, Privy Councilor, was the guest of honor who
gave the opening speech.
2012 年 4 月 2 日~4 月 5 日に、バンコクの Impact Muang Thong Thani チャレンジャーホ
ールにて、第8回 ICAE が「Sustainable Technology for Vehicles」のテーマで開催されま
した。なお、枢密顧問官である Kamthon Sindhvananda 空軍大将閣下からオープニング
スピーチをいただきました。

The International Conference on Information and Communication Technology for Embedded
Systems (IC-ICTES 2012) provides an international forum for researchers and industry
practitioners to share new ideas, original research results and practical development
experiences from all embedded system-related areas including ubiquitous computing, pervasive
computing, embedded system design, development of new HW/SW-related theories and
techniques in embedded systems, information and communication technology for supporting

development of embedded systems, and information and communication technology used in
embedded systems.
IC-ICTES2012(組込情報システム国際学会)が開催され、研究者、産業界の技術者
が組込システムに関する研究結果・実用開発実験の発表を行いました。この分野は、
ユビキタスコンピューティング、組込システムデザイン等多岐に渡ります。

at Thammasat University and the Department of Electrical Engineering at Kasetsart University.

Industries Threatened by Floods
The World’s Costliest Disaster
After massive floods struck the central part of Thailand between
September and the end of December 2011, affecting a broad area
from Sukothai down to Samut Sakhon Province including the
outskirts of Greater Bangkok, many businesses suffered directly
and some became indirectly paralyzed.
Public utility and citizen housing properties were not the only
ones to suffer damages. Several facilities of various industries also suffered damages. At the
end of last year and at the beginning of this year, several public and private enterprises,
together with regular citizens, started to formulate tremendous plans for restoration and
recovery. Hopefully, there will be enough time to implement these plans, including the
acquisition of appropriate equipment and the training of staff, before the next big flood hits.
However, there are still two points of concern.
First, will there be another great flood this year
and secondly, are the government and industry
prepared or not. These two concerns need more
explanation.
The Natural Topography of the Central Part
of Thailand
First, regarding the body of water implicated in
the flooding, we may need to observe the
temperature of the Pacific Ocean. At the time of
the flooding, we had no idea that continuous
storms could cause such continuous heavy rains
in the upper part of Thailand. In an interview
with Dr. Songwoot Graipaspong, expert in the
Federation of Thai Industries on rural and urban
planning, he states that industry has to keep its
eye on the capacity of the dams and the water
released from several dams from the north,
especially Bhumibhol Dam and Sirikit Dam.
If the water mass outflow from the dams
increases the amount of water in canals and in
the river system to more than the capacity of
these irrigation systems, then a flood is
inevitable.
He explained more about the nature of the central part of Thailand. From historical data, it
was found that around 3,000-6,000 years ago, the lowland plains around the Chao Praya River
from Angtong Province down to Samut Prakarn used to be a sea. The topography of this area,
which dried up and became land, is rather flat.
It is easy for a huge water mass to spread out over the entire area quickly. Once the water
spreads out from the canals, it becomes a disaster for the rice fields and the properties of
citizens and factories. He added that there should be full cooperation between government and
the private sector to enlarge the canal and river capacity by maximum dredging. He also
advised that natural irrigation is not enough. Thailand needs a scientific means of
supra-irrigation equipped with strong flood gates with workable water pumps.

How to Flush a Mass of Water Out to Sea Safely
The Thai government has passed official reconstruction measures supported by a budget of
around USD 10,000 million. The government promises to repair all transportation
infrastructure: small and big roads, highways, railroads, and ports. Along with this, the
government is trying hard to repair and reconstruct the floodgates and water pumps.
More importantly, the government is asking for the
assistance of local administrations to make a
comprehensive survey of the sizes of all canals and
rivers in the affected areas. Then, it becomes the
responsibility of each local government to undertake a
complete dredging of the waterways in their
administrative areas. If there is a lot of water coming
into the system, the canals and rivers could be the
primary means by which to drain the water out to sea
safely. If not, the water mass will overflow and flow
out onto the plains.
At present, Thailand has several plans with money
already earmarked for use. All that is needed is action.
Thailand needs to realize these plans as quickly as
possible in order to restore confidence and enable
citizens and the private sector to feel secure enough to
go on their normal lives and business.
Industries Threatened by Floods
Zooming back to individual factories, the plant manager should make a comprehensive
prevention plan. Every plant in Thailand is familiar with the piling of sand bags in front of its
gates to prevent water from coming in. Moreover, appropriate water pumps are needed for
fighting floods. Additionally, civil engineers recommend investigating whether or not there are
any holes under the beams of the factory fences. These holes are caused by the sinking of
underground soil or sand. They represent weak points where water can penetrate into the plant.
If there are holes, the factory has to fill these in with the appropriate materials.
The President of the Federation of Thai Industries, Mr. Payungsak Chatsutipol, recommends
that industries should create a network for exchanging news and even for helping each other
with logistics and production should there be another massive flood. This type of cooperation
will help everyone get through the disaster better.
Reconstruction, Strengthen Preparations for Prevention
In conclusion, we still do not know with certainty whether or not another large water mass
will come down to the lowland plains of the Chao Praya area. Nonetheless, Thailand needs to
dredge its canals and rivers to create more capacity in these water reservoirs. Together with this,
Thailand needs to reconstruct and strengthen its floodgates and gate-pumps to be prepared to
flush away another mass of water.
Individually, factories have to prepare sand bags, pumps, and initiate fence repairs where
necessary. More important than these preparations, the cooperation between and among private
sector enterprises and between the government and the private sector are urgently needed to
take action now.

Theppratarn Karnrae Co., Ltd., under Weng group, founded in 1972 by

Dolomite
Dolomite is a common sedimentary rock-forming mineral
that can be found in massive beds several hundred feet
thick. They are found all over the world and are quite
common in sedimentary rock sequences. These rocks are
called appropriately enough dolomite or dolomitic
limestone.
Dolomite is used as an ornamental stone, a concrete aggregate, a source of magnesium oxide
and in the Pidgeon process for the production of magnesium. It is an important petroleum
reservoir rock, and serves as the host rock for large strata-bound Mississippi Valley-Type
(MVT) ore deposits of base metals such as lead, zinc, and copper.
Feldspar is the mineral name given to a group of minerals distinguished
by the presence of aluminum (Al) and the silica ion (SiO4) in their
chemistry. This group includes aluminum silicates of soda (sodium
Feldspar
oxide), potassium (potassium oxide), or lime (calcium oxide). Feldspar
is the single most abundant mineral group on Earth. Feldspar is used to
make dinnerware and bathroom and building tiles. In ceramics and
glass production, feldspar is used as a flux. A flux is a material that
lowers the melting temperature of another material, in this case, glass.
