Emergency numbers for Fire Departments, Ambulance Services and Police Stations
are the common throughout Japan.
Fire (Shobo) & Ambulance (Kyukyusha) Call 119
When calling 119 in case of emergency, please say clearly either "Fire" or "First
aid". Then clearly state the location, landmarks nearby, the situation, your name
and address.
Police Station (Keisatsu) Call 110
If you are involved in any accident or crime, please call the police at 110.
Say clearly "Tasukete! (Help!)", "Doroboh! (Robber!)", "Jiko (Accident)" or why you
are calling, and give them your name and the location (a nearby landmark, if possible).

Koban is unique to Japan, a branch office of police in the community. It is designed
to maintain peace and safety in the community with police officers stationed around
the clock. Services provided at the Koban include:
Patrolling offices and homes to prevent crimes or accidents
Regulating traffic
Protecting lost children
Showing directions.
Keeping lost and found articles
And other community-based services
消防（火災及び救急） 119番
火災・急病などで消防車又は救急車を要請する場合
は、119番をダイヤルし「火災」か「救急」かを告げ
て、場所・目標・氏名と状況をはっきりと落ち着いて
通報してください。
警察 110番
事件・事故に巻き込まれた場合は、110番に電話し「助け
てください」「泥棒です」「事故です」と用件を言っ
て、氏名・場所とできれば目印になる目標物を告げてくだ
さい。
日本独自の制度で、地域の日常生活の平和と安全を維
持するために設けられています。交番は警察の支所で、
警察官が24時間体制で勤務しています。

Earthquake (Jishin)
Japan is an earthquake-prone country.
Be always prepared for this occurrence and do not panic.
What to do when an earthquake occurs
If indoors
Do not rush out of a house or building. Roof tiles, broken window glass or
signboards that may fall from the buildings are dangerous. Be sure to turn off the
gas even in a small earthquake to prevent further damage by fire. Open the windows
or doors to secure a way to evacuate. Take shelter in a place surrounded by walls
and pillars (e.g. bathroom), or under sturdy furniture, such as tables, desks and
beds，keep away from anything that could easily topple over, such as a cupboard.
If outdoors
Evacuate to an open place or a park, or into a safer building. If you are walking
in an office district, beware of falling glass from windows or signboards and also
keep away from concrete block walls and other structures that may collapse.
In a high-rise building
These buildings in the urban area are usually earthquake resistant. Even if you
feel a tremor in the building, you do not need to evacuate immediately, but do not
stay by windows that may break.

日本は地震国です。
地震に備え、地震時には落ち着いて行動することが大切
です。
地震の際にとるべき行動
家の中にいる場合
慌てて屋外に出ないでください。屋根瓦や割れたガラ
ス、看板などが落下して危険です。
地震後の火災で被害が大きくなる恐れがあるため、地
震を感知したら小さな地震でも、火を消すことを習慣
づけましょう。ドアや窓を開け、脱出口を確保します。
柱や壁で囲まれている場所に避難を（例えばトイレな
ど）又はテーブルや机、ベットなど頑丈な家具の下に隠
れ、食器棚などの転倒しやすい家具から離れます。
屋外にいる場合
空き地や公園、安全な建物の中に一時的に避難。オフ
ィス街を歩いている時は、落下してくるガラスや看板
に注意をし、ブロック壁や転倒しそうな構造物には近
付かないようにします。
高層ビルにいる場合
都市部の高層ビルは、耐震設計されているので、建物
が揺れても外に退避する必要はありません。しかし、
窓やガラス板など割れる恐れのある物の近くにいると
危険です。

In an underground shopping mall
Stay there until tremors go away. Underground malls are not likely to collapse.
A greater danger would be caused if many panicked people rushed to the exits and
stairways all at once. Act calmly and follow directions given by the persons in
charge.
When driving a car
Pull over to the left side of the road and stop the engine. Turn on the radio to
collect information. Obey any traffic restrictions or directions given by a police
officer. When you leave the car, leave the key in the ignition.
On the train
Trains are programmed to stop automatically when seismometer detects earthquake
inducing tremor. Remain calm and follow the directions given by the train crew.
At the seaside
It is so much better to be safe than sorry against tsunami. Don’
t wait, don’
t delay.
Be prepared. Stay safe.
10 points to protect yourself from tsunami：
Stay alert even if the quakes are minor.
Evacuate to higher ground.
The speed of tsunami is fast!
Tsunami keep coming back!
Be alert. The receding water are very destructive.
Be especially alert to high tide.
A ship must evacuate to offshore, Moor your boat immediately and evacuate the
crew to higher ground.
Listen to the right information.
Once warnings or alerts are issued evacuate to higher ground.
Don’
t get close to the beach, until warnings or alerts are canceled.

人々がパニックになって出口や階段に殺到することで
す。落ち着いて行動し、係の指示に従いましょう。
Typhoon (Taifu)
台風
Typhoons usually hit Japan from June to September. Many typhoons come in
September.
If necessary, elementary and junior high schools are closed or students are sent
home in groups.
Readiness for approaching typhoons
When a typhoon approaches, be alert and follow the directions below:
Reinforce glass doors and shut all shutters (amado).
Bring in all loose objects such as trash cans, flower pots, or landry pole in the yard
or the balcony to the house.
In case of a power failure, make sure that batteries in the radio and the flashlight
are not low. Replace them with new ones if necessary.
In case of cutoff of water or gas supply, prepare emergency provisions.
Prepare disinfectant especially in your first-aid kit.
Precautious Measures
If your house is located near the cliff, along the river or near the coast, extra
caution is necessary. These areas are prone to suffer from high tide and flooding.
Evacuate to safer place, such as schools and public facilities on a higher ground.
運転中
車を道路の左側に寄せて止めましょう。ラジオなどか
らの情報を得て、状況を把握するまで待ちます。
交通規制や警察官の指示に従ってください。車を離れ
る時は、鍵を差し込んだままにします。
電車の中
電車は、大きな揺れを関知すれば停車するようプログラ
ムされています。冷静に乗務員の指示に従いましょう。
臨海部
津波から身を守る最大のポイントは「逃げるが勝ち」
です。大きな被害がでる前に、素早く避難できるよう
にしましょう。

大型船舶は沖へ、小型船舶は至急海岸に着け、乗組

注意報・警報が解除されるまで海岸に近付かない
6∼9月が台風の時期です。
特に9月は台風の多い月です。
小・中学校は、休校にしたり、集団下校を行う場合が
あります。
接近する台風の備え
台風接近の際は、次のように家庭で備えましょう。
ガラス戸を補強し、雨戸を全て閉める。
庭やベランダのごみ容器、植木鉢、物干し竿など飛び やすそうな物を室内に入れる。
電力の供給が停止する事があるので、ラジオや懐中
電灯の電池をチェックし、必要があれば新しい電池
と交換する。
給水やガスが停止する事があるので飲み水や食料を
確保する。
救急医療品、特に消毒薬を用意する。
事前の対応策
家が崖の近くにある場合や、高潮か洪水の被害を受け
る海・川沿いにある場合は、状況に注意し、危険を察
知したら直ちに避難を。最も安全な避難場所は、高台
の学校、公共施設などです。

If you are involved in a car accident, call the police immediately and say "Jiko!
(accident!)" to report it. If anyone is injured, ask an ambulance.
交通事故に遭遇した場合は、直ちに警察に「交通事故
です」と通報します。負傷者がいる場合は、救急車も
要請します。

Motor Vehicle Insurance
自動車損害賠償保険
All drivers must purchase compulsory automobile insurance and have their vehicles
inspected on a regular basis. Motorcycles up to 250cc are exempt from this inspection.
It is highly recommended to take out voluntary insurance that provides compensation
for the damage not covered by the compulsory insurance.
If you are involved in a car accident, be sure to contact your insurance company
immediately. If you fail to contact the insurance company and have your car
repaired, the damage may not be covered by insurance.
全ての自動車には、強制保険への加入と（一定の期間
毎の）車の点検や検査が義務付けられています。
250cc以下の２輪車には、車検制度がありません。
強制保険ではカバーできない損害をカバーするため、
Reserve your own parking space
自動車の保管場所の確保
When you own a car, you must secure a space to park your car near your workplace
or residence.
A certificate called Shako-shoumei, which certifies that you have secured a parking
space for your car, is necessary when you purchase a car or change your parking
place. Apply to the local police station for this certificate.
自動車を保有するには、使用する場所の近くにその自
動車の保管場所（車庫）を確保する事が義務付けられ
ています。
自動車を購入する場合、転居した場合及び車庫を変え
た場合は、保管場所が確保されている旨の証明願い
（自動車保管場所証明）を速やかに警察署に申請し、
証明を受けてください。
任意保険にも加入する事をお勧めします。
交通事故後、できるだけ早く契約している保険会社に
連絡します。保険会社への連絡を怠り、修理方法の確
認を受けないで修理に出すと、保険金が支払われない
事があるので注意してください。

健康保険
As in other countries, medical expenditures have been rapidly increasing in Japan. If
you become seriously ill, you may have to pay a huge amount of medical cost. The
services provided by Blue-Cross or Blue-Shield may cover it, but it is recommended
that you join the public health insurance program that are either run by private
companies or the government. There are roughly 3 types of public health insurance.
1. Social Insurance (Shakai Hoken)
If you are employed by a company, you can join the social insurance program, which
is designed for corporate workers. Premiums are usually deducted automatically
from your payroll. The insured and their dependents bear 30% of their medical cost.
Detail information is provided at your workplace.
2. National Health Insurance (Kokumin-Kenko Hoken)
If you are not covered by company-sponsored health insurance, you are required to
enroll in this insurance program run by the government.
Those who have completed their Resident Registration and plan to stay in Japan for
more than 3 months must get coverage under this National Health Insurance (NHI).
Under this plan, the insured bears 30% of the total medical costs. While the cost of
medical check-ups, protective inoculations and some other items are excluded,
medical, dental and hospital care are covered by this insurance. Prescription drugs
are also covered at established rates.
This plan has another benefit. When the out-of-pocket medical expenses exceed a
certain amount, the exceeded amount will be reimbursed upon request. Apply for it
at Kokuhokenko-ka.
The national health insurance card is issued immediately after your application is

3. Medical Insurance System for the Latter-Stage Elderly People
Elderly people aged 75 or over (including those aged from 65 to 74 who were given a
certain impediment status by the extended association) are to be the insured for
Medical Insurance System for the Latter-Stage Elderly People. When an insured
client receives a service at a medical institution, he or she will pay the 10% (a
certain income holders will pay 30%) of the total medical expenses. Insurance
premiums are calculated according to your income of previous year.
他の国と同様、日本の医療コストも急激に上昇しまし
た。大病になると治療に要する費用が全財産を超す事
もあり得ます。あなた自身を守るために保険の加入を
勧めます。ブルークロスやブルーシールドが適用され
るかもしれませんが、日本在留中は日本の保険への加
入を勧めます。健康保険は３種類に大別されます。
①社会保険（国や会社が運営する保険）
日本の会社で働く場合は、会社の保険制度があり、被
雇用者とその家族が自動的に加入するケースがほとん
どです。その保険料は給料から差し引かれます。被保
険者とその被扶養者は掛かった医療費の30％を負担
します。この保険については職場に問い合わせてくだ
さい。
②国民健康保険
会社から社会保険が受けられない場合には、この保険
に加入することになります。住民登録をし、日本に3か月
を超えて在留する見込みのある外国人で、社会保険に
加入していない人は加入が義務付けられます。
この保険では、被保険者は掛かった医療費総額の30
％を支払います。健康診断、予防接種などは適用の対
象外ですが、医療、歯科医療、入院費用は適用を受け、
薬もほとんどの場合一定の割合で適用されます。
もう1つの利点があります。1か月の医療費の負担
が、自己負担限度額以上になった場合には、市役所国
保健康課に申請すれば、支払った医療費と自己負担限
度額との差額が払い戻されます。
加入申請が受理されると市役所は直ちに保険証を発行
し、それと同時に保険証は効力を発します。
国民健康保険の加入資格、補てん範囲などの詳細は市

③後期高齢者医療制度
75歳以上の人（65∼74歳で一定の障がいの状態で広
域連合の認定を受けた人も含む）は、後期高齢者医療
制度の被保険者になります。被保険者が医療機関を受
診した場合は、掛かった医療費総額の10％（一定の
所得者は30％）を支払います。保険料は前年の所得
を基に計算されます。

It's probably better to locate hospitals and clinics after you move into the new
community, especially if you are suffering from a chronic disorder. Although it may
not easy to find English speaking doctors or dentists, you can find many excellent,
well-equipped hospitals and clinics which provide sophisticated medical services
throughout Japan. Doctors and dentists in Zushi City are listed on page 5 and 6 for
your information.
Notes
There is no "family doctor" system in Japan.
Appointments are required in most Japanese dental clinics.
Followings are recommended before you see a doctor.
Be sure to check the consultation hours.
Make a list of your questions in advance.
Bring your health record in both English and Japanese by listing your name, age,
blood type and type of allergy, if possible.
Be sure to bring your health insurance card.
転入や転居をしたら医師を捜し、訪ねておく必要があ
るでしょう。慢性の病気を患っている場合は特に重要
です。英語を話す医師や歯科医がたやすく見付からな
くても、日本の医療サービスは高水準です。高度で設
備の整った医院や病院が日本全国にあります。
住民間の情報交換で信頼できる医師を見つけるのが最
善の方法ですが、それには時間を要するでしょう。

日本にはホームドクターの概念がありません。

The city ordinance regulates parking areas around the train stations
in Zushi City in order to maintain a good living environment and
disaster prevention activity in case of disaster. Cyclists and
motorcyclists must observe the signs of No Parking. Illegally parked bicycles and
motorbikes will be removed by the city authorities. In such cases, a note will be
found at the spot of your removed vehicle, showing the place to reclaim it.
Please keep in mind that sidewalks and streets are for everyone.
市条例で、逗子市の駅付近の駐輪は定められた区域に
規定されています。この条例の目的は、良好な生活環
境を保持し、又、災害時における防災活動の確保を図
ることにあります。自転車、バイクを利用する際は、
自転車等放置禁止区域の標識に従ってください。不法
駐輪の場合は、市が保管場所へ移動します。
移動の際には、引き取りに関するお知らせをその場所
に表示します。
道はみんなのものという事を認識してください。

Resident Records (Jyuminhyo) will be created for eligible foreign residents. The
eligible people are listed below.

ってください。

What is Needed at the Time of Notification
It is required that bringing either resident card or special permanent resident certificate
(or alien registration certificate) when giving notice of moving in or change of address.
When a household whose head of household is a foreign resident adds new resident,
document which certify relationship of the person with head of household is required
such as Certificate of acceptance of Marriage Registration issued in Japanese
municipality, Birth Certificate or Marriage Certificate issued in your home country’

government organization. The certificate which public institutions such as the
government of the native country published is necessary together with the Japanese
translated sentence in addition.
市内で住所の変更をする際には、引っ越した後14日以内

Maternal Child Health Handbook (Boshi Kenko Techo)
Maternal and Child Health Handbooks (Boshi Kenko Techo) is issued at the City Office
(Kosodateshien-ka) for mother-to-be.
The handbook provides information pertinent to the period of pregnancy as well as child
rearing. It can also be used for writing down the health conditions of a mother and child.

In Zushi and other Kanto areas, electricity is supplied at 50 hertz at the voltage of
100 or 200. Please make sure the working frequency of your electric appliance

When you move in
Turn the knob of the circuit-breaker“on”to receive the service when moving in.
Once receiving the electricity, fill in the post card attached to the breaker with such
as your name, starting day of using electricity, and mail it to TEPCO for
registration.
Sometimes electricity might not be supplied even if you operate the ampere breaker;
if so, please contact TEPCO.

There are two broad types of gas: city gas and propane gas.
The former differs in type by area. Improper use of gas may
cause incomplete combustion. Gas appliances therefore must be
properly adjusted to the type of gas being supplied in your area.

The staff will check your gas appliances inside your house, so please make sure to

Gas leakage
Do not shut off the meter gas valve except for emergency such as gas leak.
Check Intelligent Meter (microcomputer controlled gas meter) regularly whether the
red light blinks or not. If the red lamp blinks, gas may leak.
When gas usage is disrupted and the red lamp blinks, check
the smell of gas first.
When gas smells, call Gas-Leak Emergency phone.
When gas does not smell, follow the restoration procedure.

毎月１回、電気メーターの検針があります。その後、
東京電力から届いた払込用紙（請求書）で、銀行、ゆ
うちょ銀行、コンビニエンスストア又は東京電力の窓
口で支払ってください。
大きく分けて、都市ガスとプロパンガスがあります。
都市ガスは地域によりガスの種類が異なっています。
使用するガスの種類に合ったガス器具を使ってくださ
い。使用するガスに適合していない器具の使用は、火
災や不完全燃焼を起こす事があり非常に危険です。ガ
ス器具に貼ってあるラベルに、適合するガスの種類が
表示されています。

メーターガス栓は、ガス漏れなどの異常時以外は閉め

マイコンメーターの赤ランプが点滅していないか、定
期的に確認してください。赤ランプが点滅している場
合は、ガス漏れの疑いがあります。
ガスが止まって使用できない状態で、赤ランプが点滅
している場合は、まずガス臭くないか確認してくださ
い。ガス臭い時は、ガス漏れ通報専用電話に連絡して
ください。
ガス臭くない時は、復帰の手順に従って操作してくだ
さい。
＊電池切れやマイツーホー契約の遠隔遮断などで赤ラ
ンプが点滅していない事もあります。

Restoration Procedure of the city gas
1. Turn off all appliances both indoors and outdoors.
See if unused gas valve is closed.
Do not close the meter valve.
2. Remove the reset button cap by turning counterclockwise.
3. Press the button firmly and release hand slowly when the red lamp blinks.
(The button should return to its original position. The red lamp blinks again.)
4. Wait for about 3 minutes.
Check the gas meter again after 3 minutes. You can use the gas when the blinking
ceases.
＊If the blinking continues for more than 3 minutes, make sure again that all appliance
valve are closed.
Go through the procedures again.
If all gas appliances are closed, there is a possibility of gas leak. Contact the
Tokyo Gas office of your service area.

都市ガスの復帰手順
１ 器具栓を閉じるか、運転スイッチを切り、屋外を
含む全てのガス機器を止める。
使っていないガス栓は閉まっていることを確認。
メーターガス栓は閉めない。
２ 復帰ボタンのキャップを反時計回りにひねり外す。
３ 復帰ボタンを奥までしっかり押して、赤ランプが点灯
したらゆっくり手を離す。
（ボタンは元に戻り、赤ランプは再び点滅）
４ キャップを元に戻し、ガスを使わず約3分待つ。
3分経過後に、再度ガスメーターを確認し、赤ラン
プの点滅が消えていれば、ガスが使えます。
＊3分経過後も、ガスが止まったままで赤ランプが点
滅している場合は、ガス機器の止め忘れやガスもれ
が考えられます。もう一度ガス栓の閉め忘れやガス
機器の止め忘れがないか確認してください。
ガス栓の閉め忘れやガス機器の止め忘れがあった場
合は、もう一度復帰の手順に従い操作してください。
ガス栓の閉め忘れやガス機器の止め忘れがなかった
場合は、ガス漏れが考えられます。最寄りの東京ガ
スへ連絡してください。

How to Dispose Waste
ごみの出し方
Take out the garbage by 8:30 at a designated pick-up spot on a designated day.
Please use fully or semi-transparent garbage bags.
The regular collection service is for 5 types of garbage ; burnable, non burnable,
PETbottles, plastic containers and packaging, empty cans and bottles. Recyclable
paper and clothes are being collected locally by the city's recycling collection or
community associations operating recycle collections. Bulky refuse will be collected
only when you make arrangements for a pick-up by calling the City Office.
Collection fee for bulky waste varies depending on an article.
For details regarding waste disposal, see pages 12 - 16.

2. Purchase bulky waste collection fee stickers (shoshi).
Stickers (shoshi) can be purchased at stores within the city such as convenience stores displaying the "Zushi-shi shoshi
hanbaisho (Zushi City collection fee stickers available)" sign.
There is a charge of ¥250 per sticker. Please purchase the number of stickers corresponding to the collection fee required.
3. Put out bulky waste at the designated location (outside home).
Write your name etc using an oil pen or ball point pen in the name column on the bulky waste collection fee sticker (shoshi) and
affix the adhesive portion of the sticker to a prominent part of the item.
Do not place items in cardboard boxes.

道路の通行方法
車（自転車を含む）は道路の左側を、 歩行者は右側を通
行します。歩道が設置されている道路では、歩行者は歩

交通信号機のある所では、信号の表示に従うと共に、右、
左を確認してから通行してください。

Dogs (Inu)
If you are a dog owner, you have to register your dog at Seikatsuanzen-ka to obtain a
Dog License Tag. The license is effective until it dies unless the contents of the
registry change, and every dog must wear the license tag. Dogs with no quarantine
inspection or rabies vaccination are not allowed to be imported nor exported.
1. Dogs must be vaccinated against rabies once a year by the end of June at the
owner's cost. Please choose whether to be vaccinated at the designated place
around April or at the local veterinarians. When vaccinating at the local
veterinarians,
bring the certificate of vaccination to the City Office(Seikatsuanzen-ka). Receive
the Completion of Rabies Vaccination Tag after the vaccination.
2. Don't pasture and always keep your dog on a leash.
Cats (Neko)
There are no legal restrictions concerning keeping cats, but please be considerate of
others.

犬の飼い主は、市役所生活安全課で犬の登録をしなけ
ればなりません。登録をすると、鑑札が発行されま
す。登録事項変更がない限り、犬が死亡するまで有効
です。犬には鑑札を常時つけてください。検疫と狂犬
病予防注射を受けない犬の輸出入はできません。
①狂犬病の予防注射は、毎年6月末までに受けなければ
なりません。この注射は有料です。4月頃に所定の場
所で受けるか、動物病院で受けた上で市役所生活安
全課に病院の発行した注射証明書を持参し、注射済
票を受け取ってください。
②犬の放し飼いはやめましょう。散歩の時も引き綱を
つけましょう。
猫
猫に関する規制はありませんが、他人に迷惑をかけな
いように飼いましょう。又、やむを得ず飼えなくなっ
た猫（又は犬）については下記へ相談してください。

Public Transportation
In Japan, the highly sophisticated public transportation network gives access to
almost everywhere.
Trains
(1) To take the train, buy a ticket at the station to your destination. Short distance
tickets are available from the ticket vending machines. Most machines accept
banknotes as well as coins.
(2) If you travel by express, super express or in a first-class car (called Green Car),
you need to purchase a ticket for it besides your regular travel fare. No express
ticket is required when taking the Keihin Kyuko Line.
(3) If you commute to work or school over the same route, it is cheaper and more
convenient to buy a commuter's pass or a booklet of tickets.
(4)You can take a train and a bus if you have transportation IC card such as Suica
and PASMO.
Buses
(1) Most buses are equipped with a money exchanger. However, it is advisable to have
small change. Pay the fare either as you board or as you get off, depending on the
line.
(2) Press the nearest bell button (generally located near windows) to notify the driver
when your stop is announced.
(3) Commuter's pass or a booklet of tickets and IC cards are also available.

学校
School (Gakko)
The education system in Japan as a rule consists of six years of elementary school
(Sho-gakko), three years of junior high school (Chu-gakko), three years of senior high
school (Koto-gakko) and four years of university (Daigaku). Education in the
elementary school and the junior high school is compulsory (gimu-kyoiku).
The school year starts in April. Children must be six years old by the 1st of April
to start the elementary school. When attending a public school, the resident
registration of the child must also be completed.
