Bicycle Rider Lecture System
自転車運転者講習制度
The Bicycle Rider Lecture System came into force on June 1 this year.
Under this system, cyclists who commit repeated traffic violations
within a period of three years will be required to undertake a
three-hour training course and pay a tuition fee of 5,700 yen.
The following 14 types of traffic violations are defined by the
Government as dangerous behavior subject to the new System:
1. Ignoring traffic signals (Violation of Article 7 of the Traffic Law)
2. Riding in prohibited areas: riding through areas where road
signs, etc. specify that cycling is prohibited (Violation of Article 8)
3. Riding unsafely on footpaths; riding on undesignated pedestrian roads (Violation of Article 9)
4. Riding in the wrong side of the road or footpath: riding
where bicycles are prohibited, on the right side of the road, or the
footpath on the right side of the road (Violation of Article 17)
5. Obstructing pedestrians: riding on a roadside where bicycles are
permitted at a speed or in a way that obstructs pedestrians (Violation
of Article 17-2)
6. Entering an active railway crossing: entering a railway crossing
when the barriers are closed or closing, or when the alarm is ringing
(Violation of Article 33)
7. Obstructing vehicles that have priority at an intersection
(priority to the left, etc.): eg. blocking the path of vehicles coming

Collection of Large-Sized Garbage takes place only once a
month and by reservation only. It is a charged service. See http://www.nic-nagoya.or.jp/sodai for full details on how to apply.
The Large-Sized Garbage (sodai-gomi 粗大ごみ) Call Center will also be
closed between Tue. 29 Dec. and Sun. 3 Jan. To apply for the disposal
of large-sized garbage call 0120-758-530 (free-dial), or if calling from
a mobile phone or outside Aichi Prefecture call 052-950-2581 (call
charges apply). For collection between Wed. 6 Jan. and Fri. 8 Jan.
(inclusive), telephone applications should be made by Mon. 28 Dec;
Internet applications (Japanese only) should be made by Fri. 25 Dec.

interpreter service “Trio-Phone” on 052-581-6112.

8. Obstructing vehicles that have priority at an intersection
(oncoming, left-turning vehicles): blocking oncoming cars which are
driving straight or turning left, when turning right at an intersection
(Violation of Article 37)
9. Riding unsafely through roundabouts: obstructing vehicles
passing through a roundabout or not slowing down when entering a
roundabout (Violation of Article 37-2)
10. Not obeying stop signs (Violation of Article 43): Riders are
obliged to stop at stop lines.
11. Not slowing down when using pedestrian crossings (Article
63-4): When using a pedestrian crossing, riders must use the side
closest to the roadway, ride slowly, without obstructing the passage
of pedestrians.
12. Riding a bicycle with poor or no brakes (Article 63-9)
13. Riding a bicycle while intoxicated. (Violation of Article 65)
14. Violation of the obligation to ride safely: failure to operate
the handlebars, brakes, etc. reliably, and riding at such speed or in
such a manner as could cause harm to others, eg. riding while using a
mobile phone or holding an open umbrella (Violation of Article 70)
Not only should you keep your bicycle well-maintained, but it is also
important to protect the safety of pedestrians. Please make every
effort to observe the rules and ride safely.

holidays, during the year-end/new year holiday period, and at
night)?
Make sure you know where your closest clinic is, just in case.

Free Guided Tour of Nagoya
定期に開催しているガイドツアー
The Aichi Goodwill Guides Network (AGGN) offer free English-speaking
tours of sightseeing spots around Nagoya. No guide fees are required for
all tours, but as for Private Tours, all entrance fees, transportation, food
and drink costs for the guides during the tour will be paid by the person
(s) requesting guide service. For further info & reservations contact the

■Regular Tour (no reservations needed): Tours of Nagoya Castle
depart every Sat., Sun., Mon. and Wed. at 13:00 from the East Gate of
Nagoya Castle. Entrance fee 500 Yen.

in advance)
Aichi Gogaku Volunteers Seminar (AGVS)
愛知語学ボランティアセミナー
AGVS volunteer activities began in the fall of 2005 with members
who had served as volunteer interpreters for the 2005 World
Exposition Aichi Japan. Services include;
1) Interpreters for workshops, school meetings, and conferences.
2) Translators for websites, documents and academic reports.
3) Volunteer tour guides to facilities and sightseeing spots in and
around Aichi Prefecture.
