Development of Regional planning concept for next programming period The Ministry of Environmental Protection and Regional Development of the Republic of Latvia February 4, 2011 today main documents – National Development plan for 2007-2014 (contains some horizontal priorities)+ NSFD (mainly sectoral indicators = sectoral + development index conclusions: to many priorities, fragmentation and overlapping Development of planning system Concept on Spatial Planning System adopted by government (Jun 10, 2009): • new law on spatial planning and building regulations –is proposed - easier procedures and simplified content of municipal plan • by 2015 all municipalities will have electronic (GIS based) municipal plans and e- services will be provided • availability on the web will be ensured by state spatial planning information system (project initiated in 2008) • regional development indicator system(RDIM) will be establised • data will be published via GEOPORTAL in 2012 proposed system national maritime spatial planning sustainable development Strategy of Latvia until 2030 territories and objects of national interests national development plan 2004-2020 regional regional economic profile ? municipal/ local level spatial development plan (strategic part + territorial plan) Latvija2030 position in the planning system of Latvia and reflection to Europe European Sustainable Development Strategy EU 2020 Latvija 2030 The Common Agricultural Policy , Cohesion Policy etc. Latvian National Development Plan 2014-2020, inter alia Sector and Regional Development Priorities EU Financial Perspective/ Budget National Budget Sustainable Development Strategy Latvija2030 was approved by Saeima (the Latvian Parliament) in June 10, 2010, it is the hierarchically highest long-term development planning document in Latvia (Development Planning System Law) http://www.latvija2030.lv Strategic Indicators of Latvija2030 Spatial Development Perspective spatial development perspective points out three main aspects: 1. 2. 3. settlement as the economic development, human life and work environment, accessibility and mobility, spaces of national interest – unique specific territories, which are significant for the development of the whole country Spatial Structure of Latvia Tasks for next programming period Ensure wider support for targeted areas according to SDP: 1. establishment and implementation of specific territorial support measures 2. wider support for implementation of local strategies and initiatives, including support for: improvement of business environment improvement of mobility development of public services Latvia`s opinion on Territorial agenda diversity and varied challenges of European cities should be respected cities might not be only ones regional policy target areas beneficiary areas and amount of support might be based on national Strategy 2030 and local development strategies' should be a base for contribution of territorial development local development strategies for 118 municipalities should be in place up to 2013 Regional impact assessment procedures development index -to compare territories and evaluate level of development development index is used in: evaluation of regional development and regional policy policy planning process as criteria for funding (aid intensity) Development index Development index – local municipality group Development index – regions group What is RDIM? socioeconomic data storage information source about development trends in territories regional development monitoring tool ES funded project – will be realized up to June 2012 what for...? for spatial planning and drafting of development planning documents for representation of spatial development trends as well as evaluation of development for storing all socioeconomic data in one place what’s inside? socioeconomic indicators 1. selected available data which represent territory development 2. around 40 basic data sets divided in to main groups: a) inhabitants b) territory c) economy d) welfare what’s inside?
