Between a situation and a plan – is an analytical process.

Is it an emergency? Is it a food security problem? Is it a
health problem? What’s the solution?

Current analysis results in plans which are not always consensual, based on
the same assumptions and priorities.

entirely
• Practical examples from each country (case studies)
o 1 Case study for each country/organisation
o Practical Application: Will we agree to move this issue
forward? If so, can we agree / commit how?
