MEMORANDUM OF UNDERSTANDING
of the ECVET TOUR II
Submitted Memorandum expresses the will of partners and declares their interest in
common support to the practices that could improve the European mobility processes in
vocational education and training of workforce.
For this purpose, recommendations of the European Parliament and of the Council of Europe of
18th June 2009 on the establishment of European Credit System for Vocational Education and
Training – ECVET (2009/C 155/02) will be used.
ECVET is considered to be European tool for supporting mutual trust and mobilities in
vocational education and training.
Presented statement has declaratory character and consists of the following sections:

1. General objectives of the Memorandum of Understanding
Project partners, participating schools, associated organisations and other actors (stakeholders)
involved declare their interest in cooperation on activities supporting cross-border study and
subsequent working mobility of young people – students of secondary vocational schools. This
will be supported by creation of systemised project tools in accordance with needs and demands
of employers and providers of services in the field of gastronomy and hotel management.
The creation of an informal ECVET TOUR II network for project aims and subsequent
reciprocally supported educational activities lead to easier gaining of better students´ knowledge
in selected learning units acquired during the cross-border mobilities. Added value lies in
vocational, linguistic, social and cultural diameter and in their acceptance and recognition in
respective partners´ educational systems.
Implementation of specific educational mobilities and their detailed professional and
organisational support will be carried out on the basis of bilateral agreements on learning process
(Learning Agreement).

Partnership in this Memorandum of Understanding is considered open and other subjects
who agree with objectives of this declaration can freely enter it in the future.
3. Validity of declaration
Statement contained in this Memorandum of Understanding is valid from the date of its signature
till the end of 2014 (be 31 December, 2014) with its automatic regular one-year renewal. Each
partner has an option of individual submission of objections to the application of Memorandas´
aims and in writing terminate their interaction at any time.
4. Specific areas of the declaration
a. Learning units created in the project and used in cross-border mobilities
Learning units processed in the project ECVET TOUR II represent typical work activities in the
field of gastronomy and hotel management. They focus on improvement and enhancement of
attractivity of mobilities implementation by one common systematic approach. They focus also
on opportunities to undertake something that home institution can´t provide or foreign partner
(recipient organization) has different ways of teaching or has generally better technical,
technological, organizational or regional conditions for it.
Learning units, their description in form of a summary table, time range and tools of evaluation
of their successful completion and achievement of concrete learning outcomes are processed in
such a way that on their basis Learning Agreements and subsequent realization of mobilities can
be prepared. The length of individual mobility is organizationally linked to defined description of
the learning unit. The participant receives a confirmation – a certificate documenting undergone
mobility in an agreed form of „Europass“ or on „Europass“ basis with supporting of its processes.

Learning units (focused on the field of gastronomy and hotel management, mainly on the
professions of a cook and receptionist) created in the ECVET Tour II project which can be
used for realization of particular mobilities are annexed to this Memorandum (Annex 1).
b. Competence requirements of the participants
Powers, duties, responsibilities and competency requirements are planned to be a subject to the
finalization process of particular agreements about education providing (Learning Agreement),
which should be signed by:
i. Receiving organization (school)
ii. Sending organization (school) and
iii. Mobility participant (student).
The contract contains a list of basic mobility requirements, specifications of mobility time range
and also delegated assignments in receiving and sending organization in order to provide:

Mobility – stay information (information package)

Description of confirmed learning units

Insurance information

Supervising the compliance of legal regulations during the practical work activities

Accommodation and security arrangements for the transport

Work and protective equipment

Evaluation of work performance, or other necessary issues
c. Quality assurance

The sending organization guarantees the selection of suitable candidate who is anticipated
to successfully complete the mobilities abroad

For ensuring the quality of mobility, the receiving organization has to:

Create appropriate educational environment in accordance to the place, time and
learning possibilities and working tools for undergoing of agreed learning units

Respect countries´ diversity during the realization of mobilities

Authorize person (s) who will be the contact person and who will be responsible for
preparing, duration and evaluation of mobility and is in contact with the sending
organization
d. Evaluation
On the basis of completion of examinational tasks and questions (tests) will be a graduates´
ability to achieve knowledge adequate to a qualitative and conformal standard, during the
mobility stay, considered. A report from testing and evaluation will be prepared.
e. Validation and mutual acknowledgement of acquired education during the mobility
stay
On the basis of agreed documents from receiving organization, the sending organization is
responsible for recognition process of successfully completed learning units and its
„incorporation“ into the learning programme of that particular student.
