 Review Banquet numbers.
Positive Net. Down from last year. Problems with current Auction – looking into new one for next year
(Gift Smart). Not yet final, still some additional contributions and few bills as announced from other
members.
 2016 Q3 Treasure’s Report. YTD Budget vs Actual status as of 6/30/2016.
Went thru so fast that Secretary unable to list any major points. Budget Report Approved.
New Business:
 Introduce Brian Bernstein (MDTU) to join board as EAS coordinator


FY 2016-17 Budget Discussion and Adoption
o Increase MD Sportsman Foundation to $1500 – Pass

Proposal to create a fund to support chapter EAS grant activity ($500.00) - Tabled

Funding Opportunities from USDA’s Natural Resources Conservation Services – Art Senkel.
o Presented written report. Mainly dealing with private land owners.

MDE’s proposed Fracking regulation – Nick Weber. Will present under Resource Committee Report.

Dam Removal in Harford and Garrett Counties (Jim Gracie)
o Private impound on Overshot Branch Harford Co. and Borden Shat Carlos Reservoir near border

Brook trout waters. They are looking for partners and monies

New subject – Jennings Randolph Dam on North Branch Potomac. Delay on building the electric plant
there. MAC in past has not been against it. The water releases due to electric plant should not affect
trout water levels.

Embrace A Stream grant announcement – Brian Bernstein.
o Brian is there to help. Time frame has increased to mid May (2017).

SE Regional Meeting
o Don went and reported. Total 4 members attended. Meeting was good.
o Don gave presentation on Strategic Planning and Scott gave report on Upper Gunpowder River
Brook Trout project.
o Action item - Don would like a person from each Chapter to attend. Suggested that Chapters
allocate money in budget for trip.
o Regional meeting are for grass root issues and for chapter issues

Reorganization of Fisheries Division of the DNR.
o Possible large scale reorganization of DNR. Possible Fisheries will be under Economic
Development. It was noted that Fisheries in Maryland is multi million dollar industry.
o Unclear if reorganization is good or bad in regards to “conserve, protect and restore coldwater
fisheries and their watersheds” and the trout fishing.

MAC Training: What is MAC? Don Haynes
o Do to suggestions of better communications and training, Don presented an excellent printed
PowerPoint presentation on What is MAC and what they do. Many members expressed that it is
very good.
o Suggested that local Chapters present MAC actions at their board meetings and membership
meetings.
o Communication stream: MAC to - chapter presidents to - members

o Attendance - Location and timing major issues
o Action item – Nemacolin to look into restarting the dual Nemacolin meeting (generally dealing
with coldwater fisheries and conservation items and DNR) with MAC meeting out in western Md
in July. Guy to look into this.
o Improve communications and training.

 Action item – Don to train people on how to use the TU training site
 Action item – Chapter presidents – expand leadership list to TU so they can get Lines to
Leaders

Written report presented. Dealing with stopping the permit to discharge wastewater into Piney
Run and Deep Run in Carroll Co. Piney run for sure is a trout stream. MDE is changing trout
classifications, or at least reinterpret, so as to grant the permit.
This is a very important issue!
PVTU deployed temp data loggers into Piney Run. Will share data with Carroll Co.
PVTU has 2-yr data on temp and trout population.
May need to act quickly, without waiting for MAC meeting, to contact TU National on legal
actions. Thus a Motion.
Motion – Authorize the Vice Chair Resources and team formed to act on behalf of MAC on all
issues relative to proposed discharge permit from Hampstead WWTP. This authorization
includes authorization to seek permission from TU National to initiate administrative and legal
action. Pass
Committee Reports
 Resource Vice Chair Conservation Report – Nick Weber
Presented written report.
 Hoyes Run Water Wells
o Garrett Co has again submitted a request to increase water extraction. No response yet
from MDE.
 Marcellus Shale and Fracking.
o 2015 proposed regulations have expired
o New regulation on Oct 1, 2016
o Retain prohibition of drilling on watersheds including Broadford, Piney Creek, and Savage
Reservoir.
o There are other concepts detailed in report.
 Casselman Coal Mine Waste Water Permit
o North Branch Casselman River
o Working on it
 Wild and Scenic process for the Savage River
o Moving forward.
o Letter and survey sent to property owners
o Senator Cardin will submit bill to initiate information gathering
o Representative Delaney on board, also Senator Edwards and Delegate Beitzel.
o Public meeting planned in September 2016
o Advised to take our time and not to push too hard or fast

National Leadership Council Representative Report – Noel Gollehon - Not present

Fundraising Committee – Jim Gracie
 Setting up Fly contest. Savage River Lodge to host contest. Possible spring – May 2016.

Trout in the Classroom (TIC) - Alan Burrows
 Over for the year. 90 releases. Mo Co – lost 2 coordinators. This is the toughest Co to get volunteers.
Getting volunteers from IWL. Predict will add more schools next year.

Youth Camp – George Gaines
 Successful this summer. Had 17 campers from Va, Md, Fl, Ca. Many alumni (8) helped as staff. In
good shape
 Action item – Don request Md students – send names to the local chapters.

Rob Shane send note that an attendant from TU Teen Summit wants to addend a MAC meeting. Don suggests
in Oct 2016.
Chapter Reports:
 MDTU: Upper Gunpowder Brook Trout program placed monitors. Success at City Catch. Annual picnic at
Breech Tree Run.

NCCTU: Looking for partners with other chapters to help with projects. Contact Chapter president

PPTU: Young man from TIC donated money to PPTU. First Beer Tie – went well, other chapters are welcome.
Annual Fundraising Picnic in August – have tickets for raffle (trip to North Branch to Delaware, Savage River
Outfitters trip, Orvis rod). Will assist CWA with Fly Fishing 101 class.

PVTU: Morgan Run handicap access platform improvement – performed a pebble count. Lands End PVTU
