MINUTES
1. Identification of quorum
Meeting was called to order by President David Roffino at 6:08pm.

Lauren Grady Johnson joined the meeting at 6:20pm.

3. Approval of Minutes
A. Regular Meeting Minutes for January 17, 2017
Keran Bhakta made a motion to approve the regular meeting minutes for
January 17, 2017 with the following corrections; correct the spelling of board
member Ivan Guel’s name.
Ivan Guel seconded the motion.
For: David Roffino, Keran Bhakta, Ivan Guel and Carrie Gordon

4. Discussion and action concerning bills due/bills paid.
Ivan Guel made a motion to approve February 2017 Bills Due/Bills Paid
as presented.
Carrie Gordon seconded the motion

Motion passed 4-0
5. Discussion and action for engineering services for infrastructure culvert improvements at
Beltline Road in support of Alexander Village.
Lauren Grady Johnson made a motion to approve engineering services for
infrastructure culvert improvements at Beltline Road in support of Alexander
Village.

Community Development Director Chris Dyser gave an update to the board
concerning current economic development projects including updates on
development activity in the city, Alexander Village, Beltline Place and the monthly
update on staff activity reports.
B. Chamber Of Commerce
I. Update on chamber and economic development projects
Terri Shatter Chamber of Commerce Chair was present to give the board a
monthly update concerning past and upcoming events with the Chamber of
Commerce and economic development projects.

The next Type A Meeting is scheduled for March 21, 2017 at 6:00pm
at City Hall
The DR Larry “T-Bird” Gordon Orchestra Band will perform on February 25th
from 3pm-6pm at the Balch Springs Library/Learning Center
Balch Springs Economic Development Summit is scheduled for March 1st from
11am- 1pm at the Balch Springs Civic Center
Community input meeting on Zoning Ordinance Re-write P&Z Commission is
scheduled for March 2nd at 7pm at City Hall
Public hearing on Zoning Ordinance Re-write P&Z Commission is scheduled for
March 16th at 7pm at City Hall
Town Hall Meeting is scheduled for March 7, 2017 at the Civic Center 6:00pm.
The topic is Water and Wastewater Rate Study Review
Balch Springs Day at the Capitol is scheduled for March 30th, 2017
Boards and Commissions Training is scheduled for April 4th at 6:00pm at the
Civic Center
Balch Springs Night with the Dallas Marshalls is scheduled for April 8th
KBSB Community Cleanup is scheduled for April 8th
Repair Affair is scheduled for Saturday April 29th
KaBOOM Build a Playground is scheduled for May 13th at the Recreation
Center/Irwin Park
Chamber Golf Tournament is scheduled for June 2nd at the Mesquite Golf Club
Tee Time is 8:00am
TEDC Sales Tax Training Workshop for board and staff is scheduled for
October 27th in Mesquite
Upcoming City Council Meetings are February 27, 2017 and March 13, 2017
