Project Description
Winston Salem State University (WSSU) is seeking Special Inspections and Material Testing for the new
“Sciences Building”. The total construction budget shall be $40,500,000 for construction of a 103,000 square
foot five-story building.
Project Scope
Special inspections, and Material Testing will be in accordance with the requirements of the North Carolina
State Building Code, the NC State Construction Office, and the Contract Documents for the project. GeoTechnical analysis, foundation, and structural design has previously been completed, and are not included in
the scope.
Project Site
The site for this project is located on the WSSU campus on Cromartie Street and will be located immediately to
the West of the W.B.Atkinson Science Building.
Project Schedule
Construction Documents are nearly complete. Notice to Proceed with Construction is tentatively estimated for
the Fall, 2017.
Design Process
The selected firm will work through the Winston-Salem State University Department of Design and
Construction. The design and construction is planned to include normal involvement of the State Construction
Office.
Critical Selection Factors
Interested firms can participate in the process by submitting a current SF-330 form and addressing the
following in a written proposal. Please note that three copies of the proposal are required and the length should
be limited to 20 sheets of paper, double sided, (exclusive of the SF-330, and exclusive of the front and back
cover). Firms are requested to assure receipt of proposals at the address listed at the end of this document by
the date and time as shown on the UNC website, under “Designer Solicitations”, at the following URL address:

Include, in your qualifications submission, information addressing the state required selection criteria listed
below. Please replicate the numerical identification and order in your proposal to coordinate with the items as
specified below:

Specialized or appropriate expertise in the type of project.
Past performance on similar projects.
Adequate staff and proposed design or consultant team for the project.
Current workload and State projects awarded.
Proposed design approach for the project including design team and consultants.
Recent experience with project costs and schedules.
Construction administration capabilities.
Proximity to and familiarity with the area where project is located.

Record of successfully completed projects without major legal or technical problems.
Experience with the CM at Risk delivery method.
Other factors that may be appropriate for the project.
(UNC uses these criteria and adds HUB participation on the design team/consultants as an additional
factor).
Designer Selection Process
Following the receipt of proposals, members of the building committee will make a selection ranking order of
the top three firms at which time negotiations will begin with the #1 ranked firm.
