27/2011: Applicability of Rule No. 31 of Railway Service (Pension) Rules, 1993 for
counting of service period paid from contingencies for calculation of gratuity on
retirement
Federation reiterated their demand for counting half of the period of service paid from the
contingency for the purpose of calculating pensionary benefits to casual labour of RWF,
Bengaluru, as per provision of Rule 31 of Railway Services (Pension) Rules, 1993.
After discussion, it was decided to call for detailed comments of RWF on the agenda
submitted by the Federation.
30/2011: Stagnation of staff in Group D posts in Accounts Department on Southern
Railway – One time relaxation for promotion against DR quota vacancies of Accounts
Clerks
The matter was discussed at length. It was decided to ascertain the vacancies arisen in the
cadre of Accounts Clerks in the last five years and share the details with the Federation. A
separate meeting of the Federation with Adv(Accounts) would be convened thereafter.
27/2012: Regularization of Substitute Teachers in the Railways – Implementation of
Board‟s orders
The Federation stated that the substitute teachers should have been screened by a
Departmental Screening Committee associating RRB as per rules and absorbed against Direct
Recruitment Quota. The Federation requested for convening a separate meeting with
Board(MS).
32/2012: Lack of career growth-points Man category of Operating Department in the
Railways
&
57/2015: Acute shortage of Guards on Western Railway – reg.
It was decided to re-examine the matter. Federation requested to expedite. Alternatively

arrange separate meeting with Member Staff.
42/2012: Denial of proper pay scales (Vth CPC) to the Senior Typists on Railways
Copy of Northern Railway’s letter No. 220-E/POLICY/Pt-X/Rectt/2013 dated 06.08.2014
was handed over to the Federation. The Federation will study the details and revert back for
further discussion.
45-B/2012: Recognition of educational qualification

26/2013: Implementation of LARSGESS – recognition of educational qualification

47/2012: Provision of entry qualification of Assistant Loco Pilot and allotment of higher
grade pay to Loco Running Staff – Recommendation of High Level Safety Review
Committee
The Federation was apprised that the concerned file was submitted to Board(MM, ML & MS)
but the proposal was not agreed to. Federation requested for a separate meeting with
Board(MM & ML).
3/2013: Counting of full service rendered by the casual labour after attaining
temporary status till regularization for pensionary and retirement benefits
The matter is under examination.
18/2013: Implementation of Apex Court decision - Counting of the service rendered by
Commission Bearers/Vendors absorbed in Railways for pensionary benefits – from the
date of engagement as Commission Bearers/Vendors, till date of absorption in Railways
– Southern Railway.
The present status of the case was called for from Southern Railway, which is still awaited. A
D.O. reference has also been made to CPO/Southern Railway requesting for the Railway’s
remarks. Federation requested to make available copies.
27/2013: Retrenched Substitutes on East Central Railway – their induction against
vacancies
No proposal/reference has been received from General Manager, East Central Railway on the
issue. It was decided to close the item.

28/2013: Placement of employees in GP 1800 in PB-I in Metro Railway, Kolkata
It was explained to the Federation that the matter has been examined but the same could not
be agreed to. Federation however not agreed with the stand taken by the Board.

10/2014: Appointment on compassionate grounds to the wards/ spouse of medically
decategorized Railway employees

14/2015: Replacement of terminology “Medical decategorisation” as “Alternate
Employment on Medical Ground” in Chapter XIII IREM, Vol-I, Revised Edition 1989,
first Reprint Edition 2009 – Arbitrary decision of Health Directorate in gross violation
of DC/JCM agreement - reg.
It was apprised to the Federation that the examples quoted by the Federation in their letter
dated 12.08.2015 pertains to Western Railway. Accordingly, the matter has been referred to
Western Railway for their comments. Reply is still awaited from Western Railway.
Federation stated that it has cited the examples of NF Railway also.
20(i)/2014: Four increments as incentives for counting for retirement purposes not
being granted
The matter is under examination.
27/2014: Promotion of serving Diploma Holders as JE/Elect. against DR quota Metro
Railway, Kolkata –reg
Federation expressed their anguish over the failure of Metro Railway to regularly conduct
LDCE which has resulted in serious resentment amongst Diploma Holder employees as they
have became ineligible due to their age having crossed 45/47 years. As such, the Federation
strongly urged for age relaxation as a one-time dispensation for diverting Direct Recruitment
quota vacancies to be filled through LDCE.
It was decided to call for details from Metro Railway as to whether all Direct Recruitment
quota vacancies have been filled up.
6/2015: Percentage distribution of non-gazetted posts in various modes of recruitment
after merger of grades consequent to the implementation of the recommendations of 6th
CPC.
The matter is under examination. Federation requested to expedite.
23/2015: Recruitment policy for induction in Group „C‟ (erstwhile Group „D‟) posts in
GP 1800+PB-1 through RRCs-review urged.
Official Side advised that the meeting of the Committee to examine various issues pertaining
to female Track Maintainers would be convened shortly.
30/2015: Grant of compassionate appointment to the widows/wards of deceased IRCA
staff- reg
Discussed and Closed. Federation however wanted to be on record that it would be unfair to
deny compassionate appointment when the IRCA staff are granted all benefits and privileges
at par with Indian Railways’ employees.

38/2015: Granting promotion opportunity as JE against 25% Intermediate Apprentice
quota to those Technicians initially appointed as Technician-III on compassionate
ground.
A joint meeting of both the Federations(AIRF & NFIR) with ED(T&MPP) would be held.
49/2015: Irregularities in implementation of cadre restructuring – JEs/SSEs (P.Way) –
East Central Railway.
The Federation was apprised that East Central Railway has informed that the seniority list of
JE(P.Way) of Danapur Division has been re-checked and no anomaly has been found.
Secondly, seniority of all staff who came on own request transfer from other
Railway/Division is assigned as per extant rule admissible for own request transfer. No
violation of rules has been done. The Federation was given a copy of ECR’s letter No.
ECR/HRD/Union/283/Engg. dated 16.09.2015.

51/2015: Absorption of Quasi Administrative staff in erstwhile Group „D‟ (PB-I GP
1800/-) – case of West Central Railway-reg
The Federation was apprised that decision on the proposal of West Central Railway has been
taken and the same has been communicated to the Railway on 08.12.2015. The Federation
insisted for waiver/deletion of the boyhood service of one of the staff whose case could not
be considered by Ministry of Railways earlier, under the powers of the General Manager.
This will be examined further.
53/2015: Incorrect formation of panel of Shunting Master in PB-1 + GP 2400/- on
Solapur Division of Central Railway – reg.
Matter is under examination.
4/2016: Protection of promotion and seniority of the erstwhile Head Clerks (Rs. 50008000) promoted to the post of OS-II (5500-9000) through 20% LDCE Quota
during the year 2008- SEC Railway-reg.
It was advised to the Federation that the matter is sub-judice. However, on the insistence of
the Federation, it was agreed to re-examine the facts of the case.
5/2016: Grant of upper age limit relaxation in the case of Ex-Servicemen joined
Railways to enable them to appear in the LDCE/Intermediate Apprentice
Quota/GDCE.
Federation stated that they have sent reply to Board’s letter No. E(NG)I-2011/PM1/11 dated
31.10.2011 and requested for connecting the same. The matter would be examined further.

7/2016: Inordinate delay in conducting LDCE and Intermediate Apprentice quota
selections resulting deprival of opportunities to staff-reg.
It was decided to reiterate the existing instructions to the Zonal Railways for conducting
LDCE examinations on time and close the item thereafter.
14/2016: Exemption from passing the Typewriting Test – DoP&T‟s instructions not
implemented in Railways-reg.
After discussion, it was agreed to examine DoP&T’s instructions and put up to Board(MS)
for decision. Federation requested to expedite as the staff are denied promotions.
18/2016: Transfer policy causing difficulties to Group „C‟ staff – Review – urged.
Federation requested for a separate meeting with Board(MS).
19/2016: Injustice done to RE Project Staff, Southern region consequent upon failure to
implement scheme of creation and operation of Construction Reserve posts-remedial
measures requested.
Federation was apprised that comments have been called for from RE/Allahabad. Federation
requested to make available the reply when the same is received from RE/ALD.
23/2016: Non-regularisation of B.G. Construction staff working as Chasers, Tracers,
Work mistries in Group „C‟ on North Eastern Railway-reg.
Official Side stated that comments have been called for from NE Railway which are still
awaited.
29/2016: Cadre restructuring in Group „C‟ Cadres – Cashiers (Supervisory)-reg.
Federation stated that SC Railway has since implemented the orders regarding Cadre
Restructuring.
Official Side stated that so far as Western Railway is concerned, the matter has been taken up
with WR. Reply is still awaited.
30/2016: Incorrect assignment of seniority to staff in violation of rules at the cost of
those who had passed training in 1st attempt – Rail Coach Factory, Kapurthala – reg.
Matter is under examination in consultation with RCF/Kapurthala.
