The Bureau of Land Management (BLM), Eugene District, Upper Willamette Resource Area has begun
planning for the Lonesome Second Fiddle Environmental Assessment (EA) DOI-BLM-060-2016-0001-EA,
a commercial thinning and density management timber project, and is seeking public input.
The proposed project is located south of Cottage Grove, Oregon in T23S R03W Secs. 13, 15, and 23.

The project is primarily within the Upper Coast Fork Willamette River 5 Field Watershed. The land use
allocations for the area are Matrix (Connectivity) and Riparian Reserves.
The project would be in conformance with the Eugene District 1995 Resource Management Plan, as
amended. Commercial thinning (including density management in some Riparian Reserves) is being
considered on up to 835 acres. The project may also include culvert replacements, road renovation, road
construction, and road decommissioning.
The proposed harvest areas are within designated northern spotted owl Critical Habitat. Treatments
would be designed to retain or enhance the habitat components necessary to support spotted owls.
These components, as they relate to this project, include stand characteristics such as moderate to high
canopy closure, multi-storied and multi-species canopies, large trees with a high degree of deformities
(e.g., cavities, broken tops), and large snags and down logs. Currently, the stands are dense,
overstocked, and uniform in structure.

development of the project.
