Minutes of the
Nevada Hazard Mitigation Planning Committee
17 February 2009
The Nevada Hazard Mitigation Planning Committee (NHMPC) met from 305:p.m.until 4:44 p.m. on
Tuesday, February 17, 2009 at NV Energy in Reno, Nevada. These minutes and related documents are
posted on the Web site for the committee (http://www.nbmg.unr.edu/nhmpc/nhmpc.htm).

WELCOME AND INTRODUCTIONS
Jon Price chaired the meeting. Attendees introduced themselves. A quorum (a majority of the 13
members of the Board of Directors) was present. Jon welcomed Joe Curtis, Storey County Emergency
Manager, to the Committee.
APPROVAL OF MINUTES FROM DECEMBER 11, 2008
The minutes of the 11 December 2008 meeting of the committee were unanimously approved. Minutes
of the committee are posted on the NHMPC Web site at http://www.nbmg.unr.edu/nhmpc/nhmpc.htm.
PLANNING SUBCOMMITTEE REPORT
Jim Walker reported that the Subcommittee has updated Section One of the State Standard Hazard
Mitigation Plan. Section One includes the Disaster Mitigation Act of 2000, the adoption of the Nevada
Standard Hazard Mitigation Plan (HMP), and assurances to amend the Nevada HMP to reflect changes
in federal laws and regulations.

A Motion to adopt Section One into the HMP was approved by the Committee.
Eight of seventeen counties have multi-jurisdictional hazard mitigation plans. The Subcommittee will be
working soon with Humboldt and Churchill Counties to assist in the preparation of their plans. Some of
the counties that do not currently have plans have not had the resources to prepare them.
Section Two of the HMP was recently distributed to the Subcommittee for review. Once reviewed and
approved, it will be distributed to the full Committee for adoption.
PROPOSAL REVIEW SUBCOMMITTEE
Elizabeth Ashby distributed the quarterly report on open federal grant projects (see attached).
The NHMPC mitigation quarterly reports and other grant documents will be posted on the NHMPC
website. Meeting minutes, grant applications, deadlines, and approved hazard mitigation plans will be
posted as well.
ACTION ITEM: Elizabeth Ashby will send Terri Garside NHMPC documents for posting on the
NHMPC website.
NESC UPDATE
Ron Lynn reported that Craig dePolo with the Nevada Bureau of Mines and Geology released a new map
titled Quaternary Faults in Nevada Map (NBMG Map 167).
Johanna Fenton is the new Regional Earthquake Program Manager at FEMA, Region IX.
The Nevada Earthquake Safety Council will have a joint meeting on May 20, 2009 with the Utah
Seismic Safety Commission in Wells, Nevada. They will tour Wells and also discuss “Lessons Learned
from the Wells Earthquake.”
Mark Zusy with NDEP attended the meeting, and the anchoring of propane tanks was discussed. There
is a concern that partially full propane tanks can be a hazard should they topple during an earthquake.
An Ad-Hoc Subcommittee on Anchoring of Propane Tanks is seeking funding to test propane tanks on a
shake table at UNR. The shake table tests will provide scientific data on how propane tanks respond to
seismic shaking. Should the tests show tanks toppling, regulations will be proposed to require anchoring
of propane tanks.
At the Western States Seismic Policy Council (WSSPC) and EERI joint meeting, WSSPC adopted two
policy recommendations – one on earthquake planning and mitigation scenarios and one on developing
earthquake risk-reduction strategies.
PRESENTATION ON THE TRUCKEE RIVER FLOOD PROJECT
Mimi Fujii-Strickler, Jay Aldean, and Paul Urban with the Truckee River Flood Project reported that the
Truckee River Flood Project starts at the Booth Street Bridge and finishes at Pyramid Lake; a length of
approximately 50 miles.
The Project hopes to accomplish three goals: 1) Flood Damage Reduction, 2) Ecosystem Restoration,
and 3) Recreation.

The partnerships include Washoe County, Reno, Sparks, tribal communities, community coalition,
businesses, residents and environmental groups, the Army Corps of Engineers, and the State of Nevada.
Flooding of the Truckee River in the Vista Narrows area (east Reno) is a result of three confluences that
join the Truckee River there; the North Truckee Drain, Boynton Slough, and the Steamboat Creek. The
water backs up behind a bend in the Truckee River. With nowhere to go, the water overflows the river’s
banks.
In the 1960s, the Army Corps of Engineers attempted to help the flooding situation by straightening the
river channels. With the three confluences in that area, the straightening had the affect of causing the
water to flow faster, with nowhere to go but over the banks.
In order to slow the flood water down, the River Restoration Project will put bends and meanders back in
the river. Planting vegetation, building flood walls, levees, and terracing the banks will also help control
flooding.
The total project cost is estimated at $1.2 to 1.6 billion. The Army Corps of Engineers will contribute
about 65% of the cost as cost-share, 35% of the cost will be covered by local sponsorship, and the local
community’s share will be $424 million. To cover the community’s cost, they will be applying for as
many FEMA grants as possible.
The Virginia Street Bridge, built in 1896, will need to be replaced. The current bridge design, with
arches and pillars, causes debris to back up and water to overtop the bridge. They are currently looking
into designs for a new bridge, proposed to be built in 2012.
Currently, there is no regional flood control district. The Truckee River Flood Management Project
currently receives funding from a 1/8th-cent sales tax.
Elizabeth Ashby reported that there are numerous FEMA grant programs available to help with funding,
but those funds cannot be used for levees.
REPORT FROM THE PRE-DISASTER MITIGATION (PDM) NATIONAL EVALUATION
PROCESS
Elizabeth Ashby and Mike Cyphers attended the PDM national evaluation process. Mike reported that
communities applying for project grant funding should make sure that project partnerships and
stakeholders are on-board with the project and that if it is a multi-phase project, each phase must be able
to stand on its own merits.
Elizabeth added that because the PDM applications are now reviewed in digital format, it is important
that all supporting documentation be included in the application package and that all attachments be
sized for on-line viewing.
DIVISION OF EMERGENCY MANAGEMENT (DEM) MITIGATION PROGRAM UPDATE
Elizabeth Ashby gave a report on the status of the following funded projects (see attached):

project;
• PDM 08, Sky Tavern Wildfire water storage tank, Clark County Mitigation Plan Update; and
• PDM 09, Funding requests from the Carson City Fire Department, Douglas County Emergency
Management, DEM, and Washoe County Emergency Management.
Kim Groenewold and Elizabeth Ashby are working together to make sure that all proposals for
submission to FEMA will be reviewed by the Proposal Review Subcommittee, including those submitted
to the flood program.
Elizabeth Ashby distributed FEMA’s “Unified Hazard Mitigation Assistance Program” flier. Elizabeth
will send the flier out to Nevada communities later in the week.
DEM is hosting a workshop on March 19, 2009 on Hazard Mitigation Planning. The workshop will be
held at the Churchill County Commission Chambers. Space is limited and registration is required.
