(a) PROHIBITION.—Notwithstanding any other provi-
7 sion of law, the President may not make contributions on

(b) EFFECTIVE DATE.—The prohibition contained in
4 subsection (a) applies with respect to fiscal year 2012 and
5 subsequent fiscal years.
