Weast, Superintendent of Schools Subject: Spring 2000 Comprehensive Tests of Basic Skills Results New data from a nationally standardized test reveal that the average elementary and middle school students in the Montgomery County Public Schools are performing well above the national average in reading, language, and mathematics. In the spring of 2000 the Maryland State Department of Education (MSDE) began yearly census administrations of the nationally-normed Comprehensive Tests of Basic Skills1 (CTBS) in grades 2, 4, and 6 to evaluate basic skills in reading, language, language mechanics, mathematics, and mathematics computation. MSDE will include CTBS results for schools and school districts as median national percentile ranks2 in the annual Maryland School Performance Program report card to be released in late November. (See Attachment E for a detailed description of norm- and criterion-referenced testing.) Results from this first census administration of the CTBS in Montgomery County Public Schools, which become baseline data, showed that students in the grades tested performed well above the national reference group in all content areas (Attachment A). The Comprehensive Tests of Basic Skills (CTBS), now in its fifth edition, is a component of the Terranova series of assessments published by CTB/McGraw-Hill. The CTBS was last normed nationally in 1996. The median is the middle score of a group. That is, 50 percent of the scores are above it and 50 percent are below it. Thus, if the median national percentile rank for a group of local students is 78, one can then say that half of the students in the local group outperformed 78 percent of students in the national reference group. Using the median national percentile rank calls for extreme caution when interpreting differences in scores. An apparent large difference in percentile ranks can be the result of only one additional correct answer. One of the most extreme examples of this is on the Grade 2 Language subtest where one more correct answer can increase the percentile rank from 55 to 68. Members of the Board of Education -2- October 27, 2000 The national normative data are based on the performance of students who took the test under standardized timed conditions. The state permitted students to take the test without time limits if that criterion was specified in their Individualized Education Program or 504 Plan. About 3000 (10% of those tested) students took the test using extended time and their performance was substantially below that of the other students. The median percentile ranks of these students ranged from 22 to 53 across the grades and content areas (Attachment B). Previous patterns of a gap in student achievement by race/ethnicity are evident in the results of this test. The results for Asian American and White students are higher than those for African American and Hispanic students. The lowest median percentile ranks for Asian American and White students were slightly higher than the highest ones for African American and Hispanic students. The range for the higher scoring groups was 68 to 90 across grades and content areas. The range for the lower scoring groups was 40 to 65 (Attachment C). The figure below shows these differences in detail for one content area, Grade 4, mathematics. The majority of percentile ranks for Asian American and White students are in the top quarter nationally (76-99). The percentile ranks for African American and Hispanic students are almost equally divided across the four quarters of the national distribution, consistent with national norms. The range of median percentile ranks for females was 60 to 79 across the grades and content areas. The range for males was 55 to 78 (Attachment D). Members of the Board of Education -3- October 27, 2000 Students receiving support services – English for Speakers of Other Languages (ESOL), Free and Reduced-Priced Meals (FARMS), and Special Education, scored substantially lower than students not receiving those services. The highest median percentile ranks for these students across grades and content areas were still below the lowest median percentile rank for students not receiving these services. These ranges are summarized in the table below. The difference was similar for FARMS with the highest median for students receiving this service being 55 and the lowest for non-FARMS students being 68. For special education services the data are divided according to the number of hours of service each week. The lowest median for students not receiving special education services was 64. The highest median for the group with less intensive services (1 to 15 hours) was 55. The highest median for the group with most intensive services (more than 15 hours) was 42. Members of the Board of Education -4- October 27, 2000 Prior to spring 2000, MSDE would allow school systems to give the CTBS in grades 2, 4, and 6 to random samples of 250 students per grade. Results of the spring 1999 sample administration of the CTBS in Montgomery County are presented below along with the spring 2000 census administration of the test. Both results are median national percentile ranks. Previously identified areas of concern for targeted populations remain apparent with substantially lower performance, compared to the average student in our school system. As benchmark data, the new results provide a basis for further refinement of instructional plans for continued progress in student achievement. Attachment E NORM- AND CRITERION-REFERENCED TESTING IN A NUTSHELL NormReferenced Testing (NRT) Norm-referenced tests are used to estimate how well local students performed on these tests in comparison to a larger group of students who have already taken these same tests. The comparison group, usually a nationwide sample of students of the same age and grade, is called the norm group. Their scores on the test, or norms, are the yardstick against which district and individual scores are referenced. The most common NRT score is percentiles. Thus, a student who scores at the 92nd percentile indicates that his/her performance equaled or exceeded the performances of 92 percent of the students in the norm group. The California Achievement Test (CAT), the Iowa Tests of Basic Skills (ITBS), and the Metropolitan Achievement Test (MAT) are national norm-referenced tests. The following should be considered in interpreting norm-referenced results: • Percentiles should not be confused with percentage of correct responses on a test. • Percentiles cannot be added, subtracted, or averaged across subject areas. • Each norm-referenced test is developed independently and uses its own norming group. This means that percentiles from two different tests cannot be compared directly. • Norm-referenced tests are not designed to measure how well students are learning a school system’s programs in reading, mathematics, and other skills. Rather, they are designed to measure basic skills that are deemed generally taught at specific grade levels nationwide. CriterionReferenced Testing (CRT) Criterion-referenced tests are used to estimate how much students have learned from instruction they have received on curriculum objectives set by the state or local district. Since success in learning the curriculum is the yardstick against which district and individual scores are referenced, scores on CRTs are interpreted in terms of what a student knows and can do, rather than in their relation to the scores received by a norm group. This interpretation of success is frequently measured using standards of performance based on specified cutoff scores. Thus, a student who scores above the cutoff score (such, as an example, 70 percent correct), is considered to have scored adequately (“learned” the curriculum content assessed by the test), while those who score below are deemed to have inadequate scores. Classroom tests, the MSPAP tests, the Maryland Functional Tests, and the MCPS CRTs are examples of criterion-referenced tests.
