GENERAL PRACTICE CATEGORY (3) In the course of engaging in the practice of registered nursing in the general practice category, a registered nurse with additional authorized practice may, subject to conditions or restrictions imposed on his or her licence, perform the following: (a) in accordance with standards, competencies and clinical decision tools adopted by the association, diagnose and treat limited common medical disorders as defined in the clinical decision tools. (b) in accordance with standards, competencies and clinical decision tools adopted by the association, order, perform, receive and/or interpret reports of screening and diagnostic tests. The CDTs are not part of the standards and therefore do not need to be incorporated into the bylaws for association approval. 4 EXISTING BYLAW by the association, prescribe and/or dispense drugs in accordance with provincial and federal legislation: (i) drugs listed in schedules I, II and III as amended from time to time; (ii) drugs in the Health Canada NonInsured Health Benefits list, as amended from time to time; and (iii) drugs and Natural Health Products that may be sold without a prescription. GENERAL PRACTICE CATEGORY (4) A registered nurse with additional authorized practice shall adhere to the standards and competencies listed in the association publication dated December 21, 2016 entitled Standards and Competencies for the Registered Nurse with Additional Authorized Practice. (4) A registered nurse with additional authorized practice shall adhere to the standards and competencies listed in the association publication dated December 21, 2016 entitled Standards and Competencies for the Registered Nurse with Additional Authorized Practice. In the course of engaging in the practice of registered nursing with additional authorized practice, the member shall meet the registered nurse with additional authorized practice standards and competencies. GENERAL PRACTICE CATEGORY MAINTAINING ELIGIBILITY (8) A registered nurse who is on the additional authorized practice register, who practices less than 900 hours in the preceding three years, must satisfactorily complete additional education courses or learning activities to address the standards, competencies and clinical decision tools in the additional authorized practice. (4) A member of the association who has not paid the annual registration fee, or the initial installment in the method prescribed by council on or before November 30, shall cease to be a practicing member of the association. An applicant shall be registered as a practicing member upon completing the prescribed inventory and renewal form and submitting it with the annual registration fee, or the initial installment in the method prescribed by council, to the registrar provided that the applicant has met the requirements of Bylaw V, section 3(1) and 3(3). (4) A member of the association who has not paid the annual registration fee, or the initial installment in the method prescribed by council on or before November 30, shall cease to be a practicing member of the association. An applicant shall be registered as a practicing member upon completing the prescribed inventory and renewal form and submitting it with the annual registration fee, or the initial installment in the method prescribed by council, to the registrar provided that the applicant has met the requirements of Bylaw V, section 3(1) and 3(3). A member is no longer able to pay the annual registration fee in installments since 2015. This paragraph was missed when the amendment was first made. 12 MOTION THAT Bylaw VII, Section 4 (4) be revised as proposed to our membership. MOVED by: SECONDED by: 13 EXISTING BYLAW PROPOSED BYLAW EXPLANATION/COMMENTS BYLAW VII – FEES SECTION 11. COURTESY EDUCATOR PRACTISING MEMBERSHIP FEE. (1) There shall be an initial registration fee and an annual registration fee for the courtesy educator practising membership category. The fees shall be the amount approved from time to time by the council and the members at an annual or special meeting in compliance with sections 14 and 15 of The Registered Nurses Act, 1988. New Paragraphs 15(1)(m) and 15(2)(j) of The RN Act allow the association to create a new membership category and to impose a fee for that category. This is a courtesy extended to out-of-Saskatchewan RNs licensed in their home province who are remunerated to provide distance education in Saskatchewan for RN or RN(NP) education programs approved by council. 14 MOTION THAT Bylaw VII is amended by adding new Section 11 (1) as proposed to our membership. MOVED by: SECONDED by: 15 EXISTING BYLAW PROPOSED BYLAW EXPLANATION/COMMENTS BYLAW VIII – EXAMINATIONS SECTION 1. REGISTERED NURSE EXAMINATIONS (1) As of January 1, 2015, to be eligible for registration and the issuance of a licence to practice registered nursing in the general practice category, a person must write and pass the National Council Licensure Exam for Registered Nurses (hereafter NCLEX®RN) within three years of the date of completion of the registered nursing program. A person admitted as an internationally educated nurse must write and pass the NCLEX®-RN exam within three years of the date of becoming eligible to write the exam. Has been approved by the Minister; membership to confirm as per RN Act 14(1) and (2) The requirement that the NCLEX®-RN be passed within the first three attempts was removed. Other jurisdictions have adopted a similar bylaw. The NCLEX®-RN is a computer adaptive exam. No two exams are identical. It is impossible for the writer to write multiple times and simply recall questions and answers through repeated exposure. The exam design and format improves the precision of measurement of a candidate’s competence related to nursing. It provides a valid and reliable measurement of nursing competence that is not compromised through numerous attempts to pass the exam. 16 MOTION THAT Bylaw VIII, Section 1 (title change) and Section 1 (1) be confirmed as proposed to our membership. REGISTERED NURSE EXAMINATIONS (2) A person who does not pass the NCLEX®-RN exam within the three years as provided in paragraph (1) shall no longer be eligible to write the exam until that person satisfactorily completes an approved or recognized registered nursing education program. STANDARDS, COMPETENCIES AND NURSING EDUCATION PROGRAM APPROVAL (1) Effective December 1, 2013, the association adopts the standards and competencies contained in its May 1, 2013 publication entitled Standards and Foundation Competencies for the Practice of Registered Nurses as the standards and competencies required by and for registered nurses pursuant to the relevant Bylaws. (2) The association adopts the standards and competencies contained in its January 1, 2011 publication entitled Registered Nurse (Nurse Practitioner) RN(NP) Standards and Core Competencies as the standards and competencies required by and for registered nurses (nurse practitioners) pursuant to the relevant Bylaws. No Change (2) The association adopts the standards and competencies contained in its January 1, 2011 publication entitled Registered Nurse (Nurse Practitioner) RN(NP) Standards and Core Competencies as the standards and competencies required by and for registered nurses (nurse practitioners) pursuant to the relevant Bylaws. The association adopts the standards and competencies contained in its November 2016 publication entitled Registered Nurse (Nurse Practitioner) Entry-Level Competencies. The SRNA has updated its RN(NP) standards and competencies documents and therefore the new documents must be incorporated by reference into the regulatory bylaws. Subsections 2 & 3 are repealed and replaced by the new subsections 2 & 3 The standards and competencies for registered nursing must be in the regulatory bylaws (see section 15(2)(a), (d), (e), (f), (f.1), (f.2) and (f.3). 25 MOTION THAT Bylaw XV, Section 1 (2) be revised as proposed to our membership. (4) For the purposes of approval of the registered nursing education programs pursuant to section 19 of The Registered Nurses Act, 1988, the association adopts its June 2015 Program Approval for Established RN Education Programs. 3) The association adopts the standards and competencies contained in its October 2003 publication entitled Clinical Expectations for RN(NP)s as the standards and competencies required by and for registered nurses (nurse practitioners) pursuant to the relevant Bylaws. The association adopts the standards and competencies contained in its November 2016 publication entitled Registered Nurse (Nurse Practitioner) Practice Standards.
