Using NAACCR Layout 14.0

Key to NCDB Submission Layout Table for 2014
Portions of the Layout Table are highlighted in gray. Those items will not be read from the transmission file for
cases diagnosed 1985-2012 that are submitted in 2014. The reason for this extra level of clarity is that the
NAACCR layout has a substantial number of items for which “blank” is a valid value although the item is required
to be submitted. For example, for all required date-flag pairs, one must be blank and the other filled. Therefore, the
“Blank” column is insufficient by itself to represent items required for transmission to NCDB. NCDB recommends
that the highlighted fields not be “blanked out” for transmission, however, for the following reasons:
• We support the concept of a shared NAACCR transmission layout, and see no value in asking software providers
to re-engineer the layout for each use. Note, however, that three physician NPI numbers are to be submitted in
the state-requestor field because NCDB does not collect or accept the confidential or text portion of the layout.
• Some highlighted items may be collected for future diagnoses, so removing them now from the record-writing
apparatus is unproductive.
Record Description
The “I” record contains all non-confidential coded fields for each case, including demographic, tumor, staging,
treatment, and follow-up. Physician NPI numbers are submitted in the State/Requestor area. There are 3,339
defined columns in the NAACCR 13.0 “I” layout.
The Record Layout Table identifies the data item, the length of the data item, its position in the record, its standard
code format, the most current reference for the item coding instructions, and the NAACCR item number, which can
be used to access data and record exchange standards published by NAACCR. Data items should be filled to the
exact length indicated. Data items that may be blank are indicated in the layout.
