General Requirements for Exam/Exam Renewal
1. State the reason why the applicant cannot obtain a national license.
2. Submit a copy of the letter from the employer stating that applicant will be employed on a
Liberian flagged vessel.
3. The application must be submitted by your employer (valid Liberian filing agent).
Exam applications must include the following:

Physical completed within one year of when the application is submitted;
Copy of passport;
List of Sea Service;
2 passport-sized photos; and
Copies of the below-listed certificates.
Please note, if any of these items are missing from the exam application it will be rejected.

All pre-requisite training above must be STCW 78, as amended, and comply with stands in RLM118.
*Engine Resource Management and High Voltage Engineering training is required for Engineers
to obtain a STCW 1978, as amended in 2010, Liberian COC.
*Bridge Resource Management and ECDIS training is required for a Deck Officer to obtain a
STCW 1978,as amended in 2010, Liberian COC.
If employed onboard a Liberian flagged vessel, the costs of exams are $275 for the license and
$275 for the exam. The applicant must also have a Liberian Seaman’s book; if they do not, they
must pay $50 for the issuance of one.
The exam needs to be proctored by an authorized Liberian Nautical Inspector, Regional Liberian
Registry Office, Liberian Approved Training Center, or Liberian Approved Proctor. A list of
Liberian Nautical Inspectors can be found on the LISCR.com website. (Please click on the
