CALL TO ORDER The meeting was called to order at 9:32 a.m. 2. APPROVAL OF AGENDA Moved by: M. Starr HC-2013-062 That the Agenda for the November 11, 2013 Heritage Caledon meeting be approved. Ugolini HC-2013-063 That the minutes of the October 7, 2013 Heritage Caledon meeting be approved. Carried. 5. CLOSED MEETING - None. 6. DELEGATIONS/PRESENTATIONS – None 7. REGULAR BUSINESS 1. Hedge-laying in Ontario’s Greenbelt E. O’Hara and M. Starr provided an overview of the Hedge-laying in Ontario’s Greenbelt research program. S. Peckford, Manager of Energy and Environment will be the program lead in Caledon. It was determined that the project has a limited heritage component. 2. Designation and Listing Updates: a. Former Caledon Ski Cabin, 16590 Hurontario Street A Committee site visit was conducted on November 7, 2013. The property is located within the Niagara Escarpment Plan, and entails an early 20th century log cabin. S. Drummond advised that the owner is seeking to designate the property under the NEP’s second dwelling policy. The Committee reviewed the consultant’s heritage assessment report, which outlined the cabin’s role in early recreational skiing in Caledon. Moved by: I. Anderson HC-2013-064 That the property located at 16590 Hurontario Street warrants designation under Section 29 of the Ontario Heritage Act; and That this recommendation be made to Council. Carried. b. 15673 Mount Wolfe Road D. Robillard attended the site on personal business and noted that the brick farmhouse is a mid-19th century Neo-classical building built into the slope. The farmhouse is not visible from the road. Some of the original windows remain and some brick repairs have been completed over time. The property owner is no longer residing on site. The property may warrant designation. Heritage Caledon Meeting November 11, 2013 Page 3 of 5 c. 700 Bush Street S. Drummond advised that the historic building on this property was built in 1876 as a general store, and most recently operated as an antique store. The Belfountain Heritage Society considers it is a significant component of the Belfountain streetscape. The building is currently vacant and in poor condition. d. 758 Bush Street S. Drummond advised that this corner property was originally the site of Glovers Tavern, which burned down. It was replaced in 1881 with the existing two-storey red brick building, used as a general store and post office with dwelling space above the shop. The building is a significant village landmark. Moved by: I. Anderson HC-2013-065 That 15673 Mount Wolfe Road, 700 Bush Street, and 758 Bush Street be recommended for listing on the Heritage Register. Carried. 3. HRO Update a. Caledon East Orange Lodge S. Drummond advised that Council has cancelled the reconstruction tender as the bids came in over budget, and directed staff to revisit the project. Staff is determining how to best move forward with the project, including reconsideration of scope and opportunities for financial assistance from community groups for specific features of the building. . A Council Workshop will be held in the new year to review the project options. b. Bolton Heritage Conservation District Study The first Community Consultation Meeting was held in October with approximately 35 people in attendance. The consultants delegated Council on November 5. Community and Council feedback has been positive overall. The draft HCD Study report is now being prepared by the consultant for Heritage Caledon’s consideration in February/March 2014. 4. Review of Significant Properties on Built Heritage Resources Inventory S. Drummond advised that over 300 of the 1660 properties on the Built Heritage Resources Inventory are identified as being of high significance. The Committee discussed past efforts to list significant properties and best means of moving forward. M. Starr suggested that the Committee delegate Council in advance of working to list the properties. Staff will map the properties of high significance to assist with the Committee review and prioritizations. Tormina Parkette M. Middlebrook conducted additional research and provided an overview of the property ownership between February and September 1859. Moved by: I. Anderson HC-2013-066 That the Tormina Parkette be named the Canada Company Parkette; and That further research be conducted in order to prepare information for a plaque. Carried. 6. War of 1812 Veterans Graveside Marker Program Deferred to the December meeting. The Committee recessed from 10:45 a.m. to 11:10 a.m. 7. Designated Heritage Property Grant Program S. Drummond advised that Council approved the revisions to the Designated Heritage Property Grant Program guidelines to permit the awarding of a second annual grant per property where funds permit. 8. 2013 Work Plan Update Permit System E. O’Hara advised that the working group has obtained information from Mississauga and Brampton on their heritage permit processes. Education No updated provided. Signage M. Starr advised that approximately six cemetery signs have been erected. Landmark Trees J. Crease advised that Sideroads Magazine interviewed her for an article on the Landmark Trees program for their winter edition. The Ontario Heritage Trust maintains a database of designated properties having trees/vegetation as attributes; P. Vega will compile a list of appropriate Caledon designations for submission. Anderson commented that the working group is currently determining who should be approached about posting items on the blog. The website will be presented to the Committee at a subsequent meeting. 9. Christmas Luncheon The Committee discussed plans for the Christmas luncheon. The December meeting will be held in Inglewood Community Centre and lunch will follow at the Caledon Country Club. 10. Heritage Caledon Financial Report Moved by: D. Robillard HC-2013-067 That the Heritage Caledon Financial Report be received. Carried. E. O’Hara advised that a final invoice has been received from Pamela Vega for conservation of the 1854 Bolton map, noting that the work took longer and required more materials than initially estimated. Moved by: J. Crease HC-2013-068 That the Committee approve an expenditure of $1,234.58 for conservation of the 1854 Bolton Map. Carried. 8. CORRESPONDENCE/INFORMATION Moved by: H. Mason HC-2013-069 That the following correspondence items be received. 1. Caledon Heritage Foundation re: 2013 Annual General Meeting 2. Caledon East and District Historical Society re: Cancellation of November 27, 2013 meeting 3. CHO News, October, 2013 Carried. 9. PUBLIC QUESTION PERIOD – No one in attendance came forward. 10.
