Background 1.1 The Quality Assurance Division is an operational support unit of the African Development Bank (AfDB) that focuses on enhancing and mainstreaming the quality and results focus of the Bank’s strategies and operations. To this end, it is responsible for: (i) setting quality standards for the Bank’s interventions; (ii) developing and strengthening tools and processes throughout the strategy and operational cycles; and (iii) strengthening staff capacities and facilitating operational knowledge on strategy and operational quality matters. 1.2 More recently the Quality Assurance Division has been tasked to lead a Bank-wide reflection on ways to better plan, track and report the development results of its private sector operations, including loans, lines of credit, equity and guarantees. This work encompasses the design, testing and rolling out of quality assurance and results reporting tools and mechanisms – such as logical frameworks, rating criteria and methodologies, standard indicators, etc. This is part of the AfDB’s effort – as other Multilateral Development Banks (MDBs) – to improve the quality and development effectiveness of its private sector operations. The main objective of the assignment is to support the integration of quality assurance and results tools and recommend key development effectiveness indicators to be tracked throughout the all project cycle and reported in the Bank’s Results Measurement Framework (RMF) at corporate level for private sector operations of the Bank. 2. Responsibilities and Deliverables The junior consultant will assist the Division in undertaking the following activities: 1) Support the integration of results tools in private sector operations Review AfDB’s existing tools and processes for results monitoring & reporting/evaluation (M&E) on development effectiveness and risk such as – Additionality and Development Outcomes Assessment (ADOA) assessment, Results Based Logical Framework (RBLF), Annual Supervision Report (ASR) and Expanded Supervision Report (XSR). Review M&E processes and results tools for private sector operations in other MDBs, for example, the EBRD’s Transition Impact Monitoring System (TIMS) and IFC’s Development Outcome Tracking System (DOTS). Propose a new format or template for supervision and expanded supervision reports that can be integrated in the quality assurance and results tools to be rolled out for private sector operations. 2) Development effectiveness indicators Review policy literature on Quality at Entry (QaE), Quality at Implementation (QaI), and Quality at Completion (QaC) of the Bank’s portfolio both in its public and private sector operations. Review strategies and policies of bilateral and multilateral agencies on QaE, QaI and QaC standards for projects. Analyze the overall private sector portfolio of the Bank by sector for the various projects types (investment projects, policy based loans, institutional support projects, etc.). Recommend a coherent list of key development effectiveness indicators to be tracked in the Bank’s private sector operations that should be considered in the implementation of these quality assurance and results tools by the Bank. 3) Outreach and Communication activities Prepare communication materials for quality assurance and results tools clinics and other Division’s initiatives (flyers, posters, etc.) 4) Ad hoc assignments Prepare summaries of meetings. Any other ad hoc assignments that might arise. 3. Management / Supervision of the Consultancy The consultant will work under the overall guidance of the Division’s Manager, and immediate supervision of the other Quality Assurance Specialists of the Division who are contributing to the assignment in particular the Chief Quality Assurance Officer. 4. Essential Qualifications and Experience At least a Master’s degree (or its equivalent) in Economics, Management, Business Administration, Finance or any other related disciplines; Minimum of two (2) years proven relevant work experience in development cooperation preferably gained in a bilateral and/or multilateral organizations, a bilateral aid agency or as an official of a developing country in the design and the application of results-based approaches; Knowledge on the structures of private sectors deals would be an asset; Competent in the use of standard software (MS Word, Power Point, Excel as well as the usage of the Bank’s data management tools such as SAP); Fluency in both English and French is desirable; Be a national of one of the member countries of the Bank; Be under 32 years of age; Only shortlisted candidates will be contacted in view of an interview. 5. Duration and Location of the Assignment The duration of the contract will be from 01 November 2016 to 31 October 2017. The location of the assignment will be at the AfDB’s Headquarters in Abidjan, Côte d’Ivoire. 6. Remuneration for the Assignment During the duration of the contract, the consultant will be paid a monthly fee. The consultant will be paid a round trip ticket from the point of recruitment to Abidjan. No per diem and accommodation will be paid in Abidjan. The consultant will also be eligible for travel expenses (return ticket, hotel accommodation and per diem) while assigned on a Bank Mission during the duration of the contract. No other travel expenses will be incurred on the consultant.
