The Indian Ocean Commission (IOC) has received financing from the World Bank toward the cost of
the SWIOFish 1 (First South West Indian Ocean Fisheries Governance and Shared Growth Project), and
intends to apply part of the proceeds for the following consulting services:
-
a Regional Project Coordinator (RPC):
a Consultant in charge of the preparation of a Project Implementation Manual (PIM) for SWIOFish
Regional.

The RPC is recruited to the project on a full time basis, as agreed throughout the 6 months
duration of the project, with a possibility of contract renewal thereafter on the basis of the need, respect of
procurement rules, performance evaluation and after World Bank approval and no objection.
The Consultant in charge of the preparation of the PIM will support the IOC in the preparation of
the Project Implementation Manual (PIM) for the South West Indian Ocean Fisheries Governance and
Shared Growth Project managed by IOC (SWIOFish Regional) which the World Bank will review and
approve before the project can become effective.
The expected services for both assignments and the required minimum qualifications are
described in the terms of reference available on the IOC website (www.coi-ioc.org ).

The IOC now invites eligible individual consultants (“Consultants”) to indicate their interest in
providing the above described services. Interested Consultants should submit their curriculum vitae
including information on their ability and experience demonstrating that they have the required
qualifications and relevant experience to perform the services (brochures, description of similar services,
experience in similar assignments, etc.).

The establishment of the short list and the selection procedure will be carried out in accordance
with the World Bank's “Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA
Credits & Grants by World Bank Borrowers,” dated January 2011, and revised in July 2014, the Guidelines
on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits
and Grants", dated October 15, 2006 and revised in January 2011, and the provisions of Schedule 2 to the
Financing
Agreement.

The method "Selection of individual consultants" as described in the " Guidelines: Selection and
Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers" will
be used to select the candidate.
6.
Expressions of interest must be delivered in a written form to the address below (in person, or by
mail, or by fax, or by e-mail) by 20 February 2015, at 16:30 (Mauritius Time).
