THE OFFICIAL PUBLICATION OF THE CHAMBER OF COMMERCE
OF NIAGARA FALLS, CANADA
Message from the Board of Directors
Crossing the Border has a Greater
Impact than Saving a Few Bucks
I
was at the Gales Center last weekend and couldn’t
help but notice all of the corporate sponsors that
are spending money to ensure our kids have a
hockey team to play on. Almost every team that was
playing on one of the four ice surfaces was sponsored
by a small business.
I left the arena and as I made my way across town bill
boards and radio provided me with more evidence
that small business is truly investing back into
Niagara. With hundreds of thousands of dollars that
are carefully gleaned from the small profits eked out
by local business we see countless investments made
back into our communities to help, and to ensure that
we have a good quality of life and that our children
have the same opportunities we had – or better!
On the way to the south end I passed the Rainbow
Bridge and couldn’t help but notice the lines of cars
leaving and returning to the city after a shopping
night in our American sister city. I couldn’t help but
wonder how many of those businesses would invest
their profits to help our local communities.
Over the last year your local Chamber of Commerce
has been working diligently with the Retail Council of
Canada – in fact, the two organizations held a town
hall meeting on the subject that was well attended by
local concerned business. From this meeting a policy
paper was developed called “Mitigating the Negative
Effects of the New Tax Exception Limits for Canadian
Retailers”. This paper was so well researched that it
caught the interest of the Spruce County and District
Chamber of Commerce and the Surrey Board of Trade
who co-sponsored the paper for presention to the
Canadian Chamber of Commerce. It was debated at
the National Convention held in Hamilton in 2012
and became policy for the Canadian Chamber of
Commerce.
Our lobbying efforts have been so successful that
the Senate has requested a review of the Canadian
Tariffs and we are now turning our lobbying efforts
to Minister Flaherty hoping to have him develop
a timeline so that we will know when this review
will take place. We will continue to work diligently
until changes are made that will better protect our
community businesses that protect and support our
communities.
So the next time your neighbours are headed for a
cross border shopping experience it might be worth
asking them for a little neighbourly help for our
businesses, the same kind that they have become so
accustomed to.
Larry Vaughan
Vice Chair, Chamber of Commerce
Niagara Falls, Canada
Fast Facts:
1.In February, 2011, Prime Minister Harper and President Obama signed a declaration to enhance
security and accelerate the flow of people, goods and services between Canada and the US.
This declaration led to the harmonization of personal tax exemptions on the border
effectively increasing the consumer threshold for cross-border shopping putting more
stress on the already challenged Canadian retailer.
2.In 2009, the retail sector directly contributed over $74 billion dollars to Canada’s
Gross Domestic Product.
3.Between 2007 and 2008 the retail sector invested over $12 billion in machinery,
equipment, logistics, transportation and infrastructure which led to an addition $2.7 billion in
investment by other industries.
4.According to the most recent Stats Canada Report between January and October 2012 sameday trips to Canada by US residents decreased by 1.3 % over the same period the year before.
Same-day trips by Canadians to the US increased by 5.2% representing 1.3 million additional day trips.

ayor Jim Diodati unveiled a new brand for
Niagara Falls at the annual State of the City
luncheon sponsored by the Niagara Falls
Review and hosted by the Chamber of Commerce
Niagara Falls, Canada at the Americana Conference
Resort on Friday March 8.
All in all, the Mayor touched on the past, present
and future for Niagara Falls and the contribution of
Industry as well as the Hospitality industry. So let’s all
get together and be-NF.
Introduced by Chamber Chair, Anna Pierce, Mayor Jim
spoke of the past years accomplishments for Niagara
Falls and peered into the future. The Mayor asked for
patience when waiting for dreams to become reality.
He used the analogy of the Chinese bamboo plant
which grows 90 feet in 6 weeks after taking 5 years to
germinate. One of the many slogans the Mayor used
was “don’t get bitter get better” and suggested that
this is an approach we should take when criticized.
We must learn from our mistakes. The mayor spoke
of the success of the Sleep Cheap campaign and
thanked local hoteliers for their support of this very
worthwhile charity.
He also spoke of some successes, such as the Women’s
Hockey Championships, Red Bull Crashed Ice, Nick
Wallenda’s walk over the Falls and numerous events
at the Scotiabank Convention Centre. Jim announced
plans for an incubator and business information centre
to be launched on Queen Street. All WEGO buses
will soon be fully accessible. In addition to tourism,
Mayor Jim spoke of industrial investment in our
community from Hatch Acres, Minacs and Cytec. The
Mayor concluded with a major announcement that
the Grassl family, business people from Toronto has
donated 30 acres in the Montrose & Lyons Creek area
to be used to build the new Southern tier Hospital.

Federal Pension Income Credit
The Federal Pension Income Credit is a nonrefundable tax credit which you are allowed
if you receive pension income. Federally, you
are allowed a credit of to a $2,000 credit each
year, while provincially the amount varies.
Note that a similar credit is available in QuГ©bec
for up to $2090 of pension income. However,
some particularities apply to the QuГ©bec
credit. The federal credit is calculated on the
lowest tax rate of 15%, thus a $2,000 credit
produces a federal tax savings of $300. This
credit is not indexed and is dependent on
your eligible pension income. If the eligible
pension income received is under $2,000
then the credit is based on the actual amount
