The meeting reviewed the current status of clinical trials of Ebola vaccines and plans for Phase II and Phase III efficacy trials. The funding mechanisms for potential Ebola vaccine introduction and the process for decision-making on introduction beyond Phase III trials was also discussed. This meeting was a follow-up to the First high-level meeting on Ebola vaccines access and financing held on 23 October 2014. Participants of the meeting The meeting was chaired by Professor Helen Rees, University of Witwatersrand and Co-Chair of the SAGE Ebola Vaccine Working Group. Participants included representatives from manufacturers and research institutions that are currently developing or testing Ebola candidate vaccines, government officials from the Ebola-affected and neighbouring countries, and nongovernmental organizations and partners. Vaccines, therapies, diagnostics MIDDLE EAST 9 Monday, January 12, 2015 Since August, when the Ebola outbreak was declared a global public health emergency, WHO has convened a series of consultations and high-level meetings with key experts and stakeholders involved in the research, development, regulation and funding of potential medical solutions for Ebola. Based on concerted expert advice, the best evidence available, and ethical oversight, WHO has prioritized a number of products for further investigation through human testing. These products include two candidate vaccines, two antiviral drugs and convalescent whole blood and plasma. In addition, WHO is working on a number of emergency procedures with countries and other partners for assessment and fast-track development of adapted diagnostics, as well as joint reviews of vaccine clinical trial protocols. Vaccines Two vaccines are currently being tested in humans the cAd3-ZEBOV vaccine, developed by GlaxoSmithKline (GSK) in collaboration with the United States National Institutes for Health, and the rVSV-ZEBOV vaccine, developed by NewLink Genetics and Merck Vaccines USA, in collaboration with Health Canada. Both vaccines have shown to be safe and efficacious in animals and initial phase 1 trial results published in November reported that the GSK vaccine is safe. Further Phase 1 results are expected to emerge during December to January. Phase I clinical trials of the cAd3-ZEBOV vaccine in healthy adults are nearing completion in the United Kingdom, United States, Mali and Switzerland. For the rVSV-ZEBOV vaccine, trials are well advanced or near completion in Canada, the United States, Gabon, Germany, and Switzerland. All trials are under the auspices of national research institutions in the countries where they are taking place. Phase II clinical trials of the cdA3-ZEBOV vaccine are expected to begin in Cameroon, Ghana, Mali, Nigeria and Senegal in early 2015. These will test for safety and capacity to induce an immune response in larger numbers and in broader populations, including children. In order to accelerate ethical and regulatory approval of these trials, WHO convened ethics and regulatory experts from the five countries to meet in Geneva on 15-16 December, to agree on a joint review of the trial protocol presented by GSK, the company developing the vaccine. The outcome was provisional approval of the trials pending some minor adjustments to the protocol application requested by the countries concerned. Experts from Guinea, Liberia and Sierra Leone also participated in the meeting. Phase III clinical trials are planned to start in the first quarter of 2015 in Guinea, Liberia and Sierra Leone to assess the extent to which the vaccines protect against EVD and to gauge the feasibility of full deployment. Two other vaccines – one developed by Johnson & Johnson and the other by Novavax – are due to enter clinical trials in the coming weeks. Therapies Blood and blood products Transfusion of whole blood and plasma from recovered Ebola patients has been prioritized for use as an investigational therapy. Convalescent whole blood donated by EVD recovered patients is currently being administered in Sierra Leone in a trial run by the government. A trial of convalescent plasma has begun in Liberia – under the auspices of ClinicalRM (a In the state budget, we have to consider the poor class and the spending that creates jobs, calling for cooperation between the government and parliament -- Iraq Prime Minister Haider Al Abadi The US strongly condemns yesterday’s suicide bombing at the Omran Cafe in the Jabal Mohsen neighbourhood of Tripoli, Lebanon --Marie Harf, the State Department’s deputy spokeswoman At least 37 hurt in suicide bombers attack LEBANON SUICIDE BLASTS KILL NINE clinical research organization) with the US government and the Bill and Melinda Gates Foundation; and Guinea is planning to start a plasma trial in the next weeks through a partnership between its National Blood Transfusion Service, and institutes in Belgium, the UK and France, and MSF. Assessments of national capacities for delivering safe blood products outside of clinical trial settings and plans for recovery and strengthening of national blood transfusion services in the three countries are expected to continue in the coming months. Medicines A number of pre-existing medicines already approved for treating non-Ebola diseases have been considered for re-purposing to treat Ebola because they have demonstrated efficacy against the virus in test tubes (in vitro). The advantage of considering re-purposing of drugs is that these are readily available, and their safety is known. So far only one of these has demonstrated sufficient activity in animals infected with EVD to warrant testing in clinical trials. This is favipiravir (Toyama, Japan), for which clinical trials have started in Gueckedou, Guinea. Trials are being run by Inserm, MSF and the Guinean government. In addition, one other re-purposed drug, amiodarone, has been used to treat patients in Sierra Leone, but it is not yet known if it has any benefit. Other products that are still under development and are not yet approved for any disease are also being taken into small efficacy trials early in 2015. One of these is brincidofovir (Chimerix, USA) which was originally developed for treating cytomegalovirus but has activity against Ebola virus. Others are medicines that were specifically developed for Ebola, including the monoclonal antibody cocktail ZMapp (Leafbio, USA) and small inhibitory ribonucleic acid (siRNA) (Tekmira, USA, Canada). All of these have been used compassionately in a few expatriated Ebola patients. While promising, these medicines are still under development and are not available in quantities adequate for large-scale clinical trials or deployment. The scientific community is currently testing in monkeys a wide range of other drugs that have been proposed as potential therapies and will be taking the most promising into clinical trials. A Time to panic Drought brews trouble for Brazilian coffee Helene Siengier razil’s coffee harvest last year was hit by one the country’s worst droughts in decades, with effects on the world’s largest producer now threatening to spill over into this year, pushing prices ever higher. Brazil’s 290,000 growers produce around a third of the world’s coffee -- out-producing the country’s nearest competitor, Vietnam, by more than three times. But last year’s total yield was down 7.7 per cent from 2013 and well below initial forecasts, the ministry of agriculture said this week. B Production of high grade arabica slumped even more drastically, by 15pc. The falling production has sent prices soaring, with arabica up by half in 2014 and expected to keep increasing this year. A pound of arabica for March delivery was fetching around $1.77 on New York’s ICE Futures US market Thursday, compared to around $1.06 a year earlier. Unlike many crops that are replanted and harvested each year, coffee is grown in a twoyear cycle. So initial predictions for 2014, made before the drought took hold, had initially forecast a much stronger harvest. “This harvest was all set to be a bumper one, given many plantations were new and cultivators had invested to increase productivity,” said Gil Barabach of Safras & Mercado specialist news agency. “At the end of 2013 we expected production to hit 60 to 65 million sacks,” Barabach said. The final total, measured in 60-kilogram bags, was actually just 45.3m, thanks in large part to severe rain shortages in south and central south Brazil, the country’s main production centres, that stretched from the first weeks of last year through November. The drought had a particularly severe impact because “it happened from January and February, just as the beans were growing larger and ripening,” Elias explained. J Pretoria outh Africa’s capacity to generate electricity is shrinking due to ageing power plants, latest statistics show, and the continent’s most developed economy could face rolling blackouts for years to come. New data released by Statistics South Africa highlight how the beleaguered state power utility Eskom, which generates around 95 per cent of the country’s electricity, is unable to meet demand. Electricity production dropped 1.4pc from January through November last year S US recalls 160,000 candles Washington More than 160,000 CoScentrix DD brand candles have been recalled by the US Consumer Product Safety Commission. In November, Eskom had to introduce power cuts across the country to prevent a collapse of the grid after a coal storage silo collapsed. Eskom, which relies on its ageing coal stations for supply, has warned of a high risk of more “load shedding” until March at least. But analysts predict that the blackouts could continue for two more years until new power plants come on stream. Last year’s outages cost companies millions of dollars in lost production and business. Growth is forecast to rise to 2.5pc this year, but that is still well below South Africa’s potential, and the impact of cuts will be more this year. Those who have an upbeat outlook on life have significantly better cardiovascular health than that of the pessimists, new research has found. Optimism boosts overall health but its positive impact on the heart is even greater, the findings showed. “Individuals with the highest levels of optimism have twice the odds of being in ideal cardiovascular health compared to their more pessimistic counterparts,” said lead author Rosalba Hernandez, a professor of social work at the University of Illinois. “This association remains significant even after adjusting for socio-demographic characteristics and poor mental health,” Hernandez added. The study examined associations between optimism and heart health in more than 5,100 adults. Participants’ cardiovascular health was assessed using seven metrics: blood pressure, body mass index, fasting plasma glucose and serum cholesterol levels, dietary intake, physical activity and tobacco use. They also completed surveys that assessed their mental health, levels of optimism and physical health. People who were the most optimistic were twice as likely to have ideal cardiovascular health, and 55 percent more likely to have a total health score in the intermediate range, the researchers found. The hormonal contraceptive Depo-Provera (depot medroxyprogesterone acetate) and is administered as a shot every three months. The findings included data from 39,500 women. In addition to Depo-Provera, the studies also examined other commonly prescribed forms of hormonal contraception. The other birth control methods did not appear to increase HIV infection risk for women in the general population. It remains unclear why the increased risk was seen among those using Depo-Provera but not the other forms of hormonal contraception, the authors noted. One possibility may be that birth control with higher levels of progestin, the synthetic form of the natural hormone progesterone, changed the vaginal lining or altered local immunity, increasing the risk for HIV infection. D o you know that even if you had your internet connection disabled, you could still be emanating information that somebody could use to attack your computer or smartphone? The hackers may be able to view what you are doing by just analysing the lowpower electronic signals your laptop emits even when it is not connected to internet, researchers reported, adding that smartphones may be even more vulnerable to such spying. By studying emissions from multiple computers, a matrix has been developed for measuring the strength of the leaks - known technically as “side-channel signal” - to help prioritise security efforts. Each computer operation has a different potential for leaking information. The processor draws different amounts of current depending on the operation, creating fluctuations that can be measured. Saving data to memory also requires a large amount of current, creating a “loud” operation. The researchers are also now studying smartphones, whose compact design and large differential between idle and in-use power may make them more vulnerable. Using simple agricultural techniques largely spread by word-of-mouth, this tiny West African state has rejuvenated vast stretches of scrubby soil over the past 30 years, proving they are not doomed and giving hope to other vulnerable areas in the region. One success story is Rim, a peaceful hamlet of about 3,000 people in the country’s north, close to the border with Mali. Below the village as far as the eye can see, tall stalks groan under the weight of fat cobs of “baniga”, a white sorghum grown in this part of the country. “This place was a desert. But the people succeeded in regreening the region,” said Amanda Lenhardt, a researcher with Britain’s Overseas Development Institute (ODI), who authored a report on farming developments in Burkina Faso. Called “zai” or “stone contour”, the low-cost techniques were devised from some of the region’s traditional farming techniques, nudged along with some outside help. They have gained favour in different parts of the Sahel region -- a semi-arid band that spans the continent with the Sahara Desert to the north and African savannah lands to the south -- but have seen particular success in Burkina Faso. In Rim, as in other parts of the country’s north, farmers now swear by “zai” after again producing food on land considered lost to agriculture -- the occupation of at least 80 per cent of the population. The technique consists of building little stone barriers to trap runoff water and ensure it seeps into the ground, preventing erosion, agronomist Paulin Drabo explained. Holes for planting are then dug next to the stones and packed with fertiliser, which together with the improved hydration, helps crops sprout up quickly. “Before, when we planted on bare ground, we harvested nothing. Now, with the technique they showed us, the meal grows well,” Sita Rouamba, a female farmer, said happily. The shift to sustainable techniques has also expanded the supply of arable land. Merkel’s office said she stressed that Poroshenko’s attempt to convene a fourway leadership meeting in the Kazakh capital Astana on Thursday would succeed only if the warring sides committed themselves more to an existing truce. “The chancellor expressed concern about the continuing tensions and the humanitarian situation in the east of G three vessels involved in the search. Emergency Exit China detains unruly flight passengers Beijing hinese police detained 25 angry plane passengers who opened emergency exit doors before take-off after their flight was delayed by snow, state media reported, the latest case of rowdy behaviour by Chinese travellers. The passengers were forced to wait in their seats for hours C late Friday and early Saturday after their China Eastern flight from the southwest city of Kunming to Beijing was delayed. After requesting that they be allowed off the plane for health reasons, some passengers “opened three emergency doors in an attempt to stop the flight” and forced the plane to return to the terminal. Two of the passengers surnamed Zhou and Li were sentenced to 15 days in detention for violating public order. They were members of a 25-person travel group which got “overly excited”, leading to the opening of the doors. The other members of the group were detained for questioning, but apparently later released. The passenger told that those on board were worried that the vice captain could not control himself after he “swore and cursed”, the agency said. The plane had already been delayed for five hours before they boarded, only to face further delays while ice was cleared from the aircraft, the report said. Others on the aircraft travelled to Beijing by another flight. (AFP) 24 Monday, January 12, 2015 German min urges anti-Islamic group to call off march Berlin erman Justice Minister Heiko Maas urged an anti-Islamic movement to call off a planned march on Monday, saying it had no right to “exploit” the killings by jihadists in Paris. Lassana Bathily from Mali, an employee at Hyper Cacher kosher supermarket A Paris he United States will host a summit on February 18 on how to fight “violent extremism around the world” in the wake of the Paris attacks, US Attorney General Eric Holder said on Sunday. The meeting would take place in Washington DC along with President Obama. Brussels ulture ministers from all 28 European Union nations vowed Sunday to defend freedom of expression from “terrorists” in the wake of the Islamist attack on Charlie Hebdo. The ministers said the among the dead. Under clear blue skies, emotions were already running high in the shellshocked City of Light, with many people from all walks of life already in tears as they began to come together under the banner of freedom of speech and liberty. Lassina Traore, a 34-yearold French-born Muslim from the Ivory Coast, gently placed 17 candles at the foot of the iconic monument of the Place de la Republique, heaped with tributes to the dead. Sydney undreds of people linked hands and displayed “Je suis Charlie” and “freedom” signs in Sydney on Sunday as they paid tribute to the Paris Islamist attack victims just metres from the scene of a deadly cafe siege last month. The crowd, led by French ambassador Christophe Lecourtier, marched in silence down Martin Place in the “No fear, no freedom” rally despite persistent rain. Maas, the most outspoken German cabinet member against the so-called PEGIDA, told the newspaper daily Bild in its issue to be published Monday that he found the right-wing populist group “hypocritical”. 25 Monday, January 12, 2015 T in Vincennes, helped to guide a group of hostages. C “senseless barbarity” of the attack aimed to undermine European values. SECOND FRENCH RENAISSANCE Crowds gather for historic march This time against terrorism T.S. Sreenivasa Raghavan Let’s March T French President Francois Hollande is surrounded by head of states including (first row,L- R) European Commission President European Commission President Jean-Claude Juncker, Israel’s Prime Minister Benjamin Netanyahu, Former French President Nicolas Sarkozy, Mali’s President Ibrahim Boubacar Keita, Germany’s Chancellor Angela Merkel, Palestinian President Mahmoud Abbas and Italy’s Prime Minister Matteo Renzi as they attend the solidarity march (Marche Republicaine) in the streets of Paris. Paris ozens of world leaders including Muslim and Jewish statesmen linked arms leading hundreds of thousands of French citizens in an unprecedented march under high security to pay tribute to victims of Islamist militant attacks. President Francois Hollande and leaders from Germany, Italy, Israel, Turkey, Britain and the Palestinian territories among others, moved off D from the central Place de la Republique ahead of a sea of French and other flags. Some 2,200 police and soldiers patrolled Paris streets to protect marchers from would-be attackers, with police snipers on rooftops and plainclothes detectives mingling with the crowd. City sewers were searched ahead of the vigil and underground train stations around the march route are due to be closed down. The silent march - which may prove the largest seen in modern times through Paris reflected shock over the worst militant Islamist assault on a European city in nine years. For France, it raised questions of free speech, religion and security, and beyond French frontiers it exposed the vulnerability of states to urban attacks. “Paris is today the capital of the world. Our entire country will rise up and show its best side,” said Hollande in a Posthumous Video statement. German Chancellor Angela Merkel, British Prime Minister David Cameron and Italy Prime Minister Matteo Renzi were among 44 foreign leaders marching with Hollande. U.N. SecretaryGeneral Ban Ki-moon, Israel’s Benjamin Netanyahu - who earlier encouraged French Jews to emigrate to Israel and Palestinian President Mahmoud Abbas were also present. Lookalike Paris attacker claims as IS member Paris man resembling Amedy Coulibaly, who shot a policewoman and took hostages at a Jewish supermarket in the Paris attacks, claimed to be a member of the Islamic State group in a posthumous video released online on Sunday. Speaking into the camera, the man says he coordinated A with the two gunmen who attacked the Charlie Hebdo magazine on Wednesday, killing 12. “I am addressing myself first of all to the Caliph of Muslims Abu Bakr al-Baghdadi,” he says, referring to the leader of IS. “I have declared allegiance to the Caliph,” he says in broken, stuttering Arabic, wearing Islamic white dress and headgear. A text that runs at the start of the video says the man is Coulibaly, and that he was responsible for the killing of a policewoman in southern Paris on Thursday and the attack on the supermarket the following day, as well as a car blown up in a Paris street that authorities have not so far linked to the attacks. he despicable act of terrorism, which claimed the precious lives of some fine Charlie Hebdo journalists, among others, did shake up our collective conscience. Dozens of world leaders, including Muslim and Jewish statesmen who joined French President Francois Hollande on Sunday in an unprecedented march to pay tribute to the victims of Islamist militant attacks only confirm this. Notwithstanding the newfound bonhomie among the world leaders there are genuine fears the fight against Islamic terrorism, however, could turn into a fight against Islam itself. Doubting Thomases can find the seeds of backlash against Muslims when grenades and gunfire hit a mosque in the city of Le Mans, Southwest of Paris, in the aftermath of the Cherlie Hebdo carnage. Further, the march planned by the so-called Patriotic Europeans Against the Islamisation of the Occident (PEGIDA), a known anti-Islamic group, today goes to confirm the fear of backlash is really real, not imaginary. Political observers cannot but agree. Dr. Carool Kersten, an expert on the Study of Islam and Muslim World at King’s College London says there is going to be a backlash against Muslims in Europe. Opining that the backlash would go beyond responses to radicalized elements within the Muslim Communities, Kersten says Paris carnage will very negatively impact the very position of Muslim communities in various European societies. For now, the outspoken German Justice Minister Heiko Mass has done well when he lambasted the PEGIDA rabble-rousers and said they would simply cancel the impending march if they had a shred of decency. It is also equally gratifying on the part of president Hollande to come up with a thoughtful statement on Sunday: “Paris today is the capital of the world. Our entire country will rise up and show its best side.” The Sunday march, which moved off from the central Place de la Republique ahead of a sea of French and other flags marks a second renaissance in France’s history. France witnessed its first renaissance between 15th and early 17th centuries spreading the message of humanism by reviving art and culture. Renaissance literally means rebirth. Hence the second French Renaissance should be seen as the World Renaissance. It means the world, as one entity, should rise up to show its best side, putting humanism above everything including religion. France and a few other countries just did that once, in different circumstances though and can do it again. But what about others? If the answer is in the affirmative, then there cannot be any backlash against Muslims anywhere in the world. But, much would depend on our ability to prove: that we are still humans in heart! (The auther is the editorial director of DT News) Paris Richard Carter / Fran Blandy C rowds poured into Paris on Sunday for a march expected to unite more than a million people and dozens of world leaders in a historic display of defiance against terrorism. In an unprecedented show of unity, the leaders of Israel and the Palestinian Authority will both be among those attending the rally to honour 17 victims of three days of bloodshed that included Jews and a Muslim police officer Arson attack at German paper Berlin erman newspaper in the northern port city of Hamburg that reprinted Mohammed cartoons from the French satirical paper Charlie Hebdo was the target of an arson attack early Sunday, police said. G “Rocks and then a burning object were thrown through the window,” a police spokesman said. “Two rooms on lower floors were damaged but the fire was put out quickly.” The regional tabloid daily, the Hamburger Morgenpost, had splashed three Charlie Hebdo cartoons on its front page after the massacre at the Paris publication, running the headline “This much freedom must be possible!” No one was hurt in the attack, which police said occurred at about 0120 GMT. 2,000 in Luxembourg march: police Luxembourg city Around 2,000 people rallied outside the French embassy in Luxembourg in a show of solidarity. A minute of silence was followed by the singing of the Marseillaise and the Luxembourg national anthem and the EU anthem “Ode to Joy”. The march is “a real sign of how strong France is. It shows that France is strong when she is united against these people,” said the consultant. “I want to show that we’re not scared of the extremists. I want to defend freedom of expression,” said 70-year-old Jacqueline Saad-Rouana. The families of those who died in the three bloodsoaked days that shook France to its core will rub shoulders with royalty and heads of state within an iron ring of security. Bahrain had made a lively start to the contest, but after Iran improved as the half progressed, Hajsafi’s eye-catching strike opened the scoring for Team Melli in first half stoppage time with 47 minutes on the clock. And with Masoud Shojaei adding a second with 19 minutes E remaining in the 71st minute, the 1968, 1972 and 1976 winners Iran joined the United Arab Emirates at the top of the Group C table after the opening round of fixtures following their earlier 4-1 win over Gulf Cup champions Qatar in Canberra. Despite Iran’s supporters creating an electric atmosphere at a blustery Melbourne Rectangular Stadium, Bahrain enjoyed the best of the early chances as Ismail Abdullatif tested goalkeeper Alireza Haghighi after just six minutes before strike partner Jaycee John acrobatically directed a back post volley wide two minutes later. And Iran received a huge let off after 16 minutes as Sami Al Husaini’s chipped ball forward found Sayed Dhiya racing into the penalty area, but after beating a static offside trap, the midfielder headed over with only Haghighi to beat. Iran, though, were presented with a golden opportunity to open the scoring four minutes later as Ashkan Dejagah raced in behind the Bahrain defence only for goalkeeper Sayed Mohamed Jaffar to crucially smoother his attempted chipped effort just outside the six- yard area. But there was little Jaffar could do in first half stoppage time as Sepahan’s Hajsafi superbly found the top corner from the edge of the penalty area to the delight of the majority of the 18,000 crowd after taking one touch to control the ball after Andranik Teymourian’s corner had been punched clear by the Bahrain goalkeeper. And Jaffar remained the busier of the two goalkeepers at the start of the second half as the Bahrain custodian gathered Reza Ghoochannejhad’s well-struck dipping shot from the edge of the area at the second time of asking four minutes after the break. Iran goalkeeper Haghighi, though, had to be on his toes nine minutes later to beat away a rasping effort from Bahrain striker Jaycee John from underneath his crossbar. But Bahrain’s hopes of a comeback were all put ended as Iran took full advantage with 19 minutes remaining as Teymourian’s corner found its way to Shojaei close to the penalty spot, and the midfielder saw his scuffed effort creep into the bottom corner despite a despairing dive from Jaffar.
