A
new law proposal to
toughen penalties on
fraudsters has been approved by
the majority of Shura Council
members yesterday during their
fourth regular session of the
current legislative term.
Headed by the council’s
Chairman Ali Saleh Al Saleh,
members agreed to the proposal of
Foreign Affairs, National Security
and Defence Committee, which
recommended criminalising fake
investing.
The proposal stipulated
amending some of the decrees
that are mentioned in the current

It recommends “punishing
all individuals involved in
collecting and receiving funds
inorder to invest them, without
obtaining the necessary approval
of the Central Bank of Bahrain
(CBB).” The penalties include
imprisonment and fine.
However, the committee
members explained, “The
proposal is a necessity to protect
the public from such types of
unsafe investments.”
In a statement to their
fellow members of the council,
the committee members
added, “The current Law of
Punishments doesn’t mention
such crimes at all, while the
community is in need ofВ such
regulations to curb this
phenomenon.”

the Lebanese Chargé d’Affaires

Assaf, following the recent hostile
statements made by terrorist

Nasrallah.
Undersecretary for the
Ministry of Foreign Affairs,
Abdulla Abdullatif Abdulla
asked the Chargé d’Affaires to
condemn the statements and
informed him of the need to take
deterrent legal action towards
such acts.
The undersecretary stressed
that such statements are
completely incompatible with
the nature of the fraternal
relations between the two
countries.
“These statements represent
an unacceptable interference in
the internal affairs of Bahrain
and the GCC and included a
clear incitement to violence and
terrorism, which will not be
tolerated,” the undersecretary
told Mr. Assaf.
He affirmed that Bahrain
was committed to good
neighbourly relations and noninterference in the affairs of
other countries and was keen
to develop positive relations
with all brotherly and friendly
countries.

Egypt yesterday freed an
ailing former aide to ousted
Islamist president Mohamed
Morsi following 18 months
in jail without charge, his
Canada-based family said.
“On Monday December 29,
2014 the attorney general
issued an order for Khaled
al-Qazzaz’s release. Today,
Khaled was released from
his hospital room,” the family said in a statement.
Qazzaz, an adviser to Morsi
on foreign affairs, was arrested along with hundreds of
other aides and members of
his Muslim Brotherhood on
July 3, 2013, the same day
the army deposed the former president.
“He has a problem with
his spinal cord,” his brother-in-law Ahmad Attia said
from Toronto where the
family is based.
“He has shifted his disk.
There is a risk of permanent paralysis,” he said in
the English-language statement.В In November, Qazzaz was
transferred from prison to
a private hospital and has
since undergone surgery,
the family said.

An unidentified person
allegedly broke into the
office located at Jidali, Isa
Town during the wee hours
of Saturday, causing a loss of
about BD1000 and a stack of

The CCTV footage captured

office showed a masked man
walking in and ransacking the
premises. The burglar fled the
spot with a laptop, a watch and
a stack of important documents,

Ministry, explaining the process
of re-establishing 30 mosques
across Bahrain.

Waqf Directorate (JWD) said
yesterday that a total of 23
mosques were completely
rebuilt, while the others are
expected to be reopened
within the current year.

FIGHTING EBOLA
On January 8, WHO organised
the second high-level meeting
on Ebola vaccines access
and financing at Geneva
Switzerland.
The meeting reviewed the
current status of clinical trials
of Ebola vaccines and plans for
Phase II and Phase III efficacy
trials.
The funding mechanisms
for potential Ebola vaccine
introduction and the process
for decision-making on
introduction beyond Phase III
trials was also discussed.
This meeting was a follow-up
to the First high-level meeting
on Ebola vaccines access and
financing held on 23 October
2014.

Since August, when the Ebola
outbreak was declared a global
public health emergency,
WHO has convened a series
of consultations and high-level
meetings with key experts
and stakeholders involved in
the research, development,
regulation and funding of
potential medical solutions for
Ebola.
Based on concerted expert
advice, the best evidence
available,
and
ethical
oversight, WHO has prioritized
a number of products for
further investigation through
human testing.
These products include
two candidate vaccines,
two antiviral drugs and
convalescent whole blood
and plasma. In addition, WHO
is working on a number of
emergency procedures with
countries and other partners
for assessment and fast-track
development of adapted
diagnostics, as well as joint
reviews of vaccine clinical trial
protocols.
Vaccines
Two vaccines are currently
being tested in humans the cAd3-ZEBOV vaccine,
developed by GlaxoSmithKline
(GSK) in collaboration with
the United States National
Institutes for Health, and
the rVSV-ZEBOV vaccine,
developed by NewLink
Genetics and Merck Vaccines
USA, in collaboration with
Health Canada.
Both vaccines have shown
to be safe and efficacious in
animals and initial phase 1 trial
results published in November
reported that the GSK vaccine
is safe. Further Phase 1 results
are expected to emerge during
December to January.
Phase I clinical trials of the
cAd3-ZEBOV vaccine in healthy
adults are nearing completion
in the United Kingdom, United
States, Mali and Switzerland.
For the rVSV-ZEBOV vaccine,
trials are well advanced or
near completion in Canada,
the United States, Gabon,
Germany, and Switzerland. All
trials are under the auspices of
national research institutions
in the countries where they are
taking place.
Phase II clinical trials of
the cdA3-ZEBOV vaccine
are expected to begin in
Cameroon, Ghana, Mali,
Nigeria and Senegal in early
2015.
These will test for safety and
capacity to induce an immune
response in larger numbers
and in broader populations,
including children. In order
to accelerate ethical and
regulatory approval of these
trials, WHO convened ethics
and regulatory experts from
the five countries to meet in
Geneva on 15-16 December,
to agree on a joint review of
the trial protocol presented by
GSK, the company developing
the vaccine. The outcome was
provisional approval of the
trials pending some minor
adjustments to the protocol
application requested by the
countries concerned. Experts
from Guinea, Liberia and Sierra
Leone also participated in the
meeting.
Phase III clinical trials are
planned to start in the first
quarter of 2015 in Guinea,
Liberia and Sierra Leone to
assess the extent to which the
vaccines protect against EVD
and to gauge the feasibility of
full deployment.
Two other vaccines – one
developed by Johnson &
Johnson and the other by
Novavax – are due to enter
clinical trials in the coming
weeks.

A number of pre-existing
medicines already approved
for treating non-Ebola diseases
have
been
considered
for re-purposing to treat
Ebola because they have
demonstrated efficacy against
the virus in test tubes (in vitro).
The advantage of considering
re-purposing of drugs is that
these are readily available, and
their safety is known. So far only
one of these has demonstrated
sufficient activity in animals
infected with EVD to warrant
testing in clinical trials. This is
favipiravir (Toyama, Japan),
for which clinical trials have
started in Gueckedou, Guinea.
Trials are being run by
Inserm, MSF and the Guinean
government. In addition,
one other re-purposed drug,
amiodarone, has been used to
treat patients in Sierra Leone,
but it is not yet known if it has
any benefit.
Other products that are still
under development and are
not yet approved for any
disease are also being taken
into small efficacy trials
early in 2015. One of these
is brincidofovir (Chimerix,
USA) which was originally
developed
for
treating
cytomegalovirus but has
activity against Ebola virus.
Others are medicines that
were specifically developed
for Ebola, including the
monoclonal
antibody
cocktail ZMapp (Leafbio,
USA) and small inhibitory
ribonucleic acid (siRNA)
(Tekmira, USA, Canada). All
of these have been used
compassionately in a few
expatriated Ebola patients.
While promising, these
medicines are still under
development and are not
available in quantities
adequate for large-scale
clinical trials or deployment.
The scientific community is
currently testing in monkeys
a wide range of other drugs
that have been proposed
as potential therapies and
will be taking the most
promising into clinical trials.

Saturday, officials said.
Al-Qaeda’s Syria branch
claimed responsibility for the
attack in the Jabal Mohsen
neighbourhood. “Nine people
were killed and 37 others
wounded,” the health ministry
said in a statement.
A security source said, “The
first suicide bomber entered
into the Ashqar cafe at around
7:30 pm (1730 GMT) and blew
himself up.”
Panicked survivors tried to
flee the scene of the attack, said
the source.
“Then, a second suicide
attacker arrived, and blew
Samir Kayyal, 22, and Bilal
Mohammad Al Meraayan, 29,
were each strapped with several
kilos of explosives. They came
from Mankobeen - a poor
neighbourhood adjacent to
Jabal Mohsen.
A man who was lightly
wounded said he was near the
scene of the blast when the
attackers struck. “I was at the
cafe with other people, when
we suddenly heard a first
blast,” Zuheir Al Sheikh said.

razil’s coffee harvest last year was hit by one
the country’s worst droughts in decades,
with effects on the world’s largest producer
now threatening to spill over into this year,
pushing prices ever higher.
Brazil’s 290,000 growers produce around a
third of the world’s coffee -- out-producing
the country’s nearest competitor, Vietnam,
by more than three times.
But last year’s total yield was down 7.7
per cent from 2013 and well below initial
forecasts, the ministry of agriculture said
this week.

Production of high grade arabica slumped
even more drastically, by 15pc.
The falling production has sent prices
soaring, with arabica up by half in 2014 and
expected to keep increasing this year.
A pound of arabica for March delivery was
fetching around $1.77 on New York’s ICE
Futures US market Thursday, compared to
around $1.06 a year earlier.
Unlike many crops that are replanted and
harvested each year, coffee is grown in a twoyear cycle. So initial predictions for 2014,
made before the drought took hold, had
initially forecast a much stronger harvest.
“This harvest was all set to be a bumper one,
given many plantations were new and cultivators
had invested to increase productivity,” said Gil
Barabach of Safras & Mercado specialist news
agency.
“At the end of 2013 we expected production
to hit 60 to 65 million sacks,” Barabach said.
The final total, measured in 60-kilogram bags,
was actually just 45.3m, thanks in large part to
severe rain shortages in south and central south
Brazil, the country’s main production centres,
that stretched from the first weeks of last year
through November.
The drought had a particularly severe
impact because “it happened from January and
February, just as the beans were growing larger

is now covered in verdant crop
fields, rescued from relentless
desertification.
Using simple agricultural
techniques largely spread
by word-of-mouth, this
tiny West African state has
rejuvenated vast stretches of
scrubby soil over the past 30
years, proving they are not
doomed and giving hope to
other vulnerable areas in the

One success story is Rim, a
peaceful hamlet of about 3,000
people in the country’s north,
close to the border with Mali.
Below the village as far
as the eye can see, tall stalks
groan under the weight of
fat cobs of “baniga”, a white
sorghum grown in this part of
the country.
“This place was a desert.
But the people succeeded
in regreening the region,”
said Amanda Lenhardt, a
researcher with Britain’s
Overseas
Development
Institute
(ODI),
who
authored a report on farming
developments in Burkina
Faso.
Called “zai” or “stone
contour”,
the
low-cost
techniques were devised from
some of the region’s traditional
farming techniques, nudged
along with some outside help.В They have gained favour
in different parts of the Sahel
region -- a semi-arid band
that spans the continent
with the Sahara Desert to the
north and African savannah
lands to the south -- but have
seen particular success in
Burkina Faso.
In Rim, as in other parts of
the country’s north, farmers
now swear by “zai” after
again producing food on land
considered lost to agriculture
-- the occupation of at least 80
per cent of the population.
The technique consists of
building little stone barriers
to trap runoff water and
ensure it seeps into the
ground, preventing erosion,
agronomist Paulin Drabo
explained.
Holes for planting are then
dug next to the stones and
packed with fertiliser, which
together with the improved
hydration, helps crops sprout
up quickly.
“Before, when we planted
on bare ground, we harvested
nothing. Now, with the
technique they showed us,
the meal grows well,” Sita
Rouamba, a female farmer,
said happily.
The shift to sustainable
techniques has also expanded
the supply of arable land.

Dozens of world leaders, including Muslim and Jewish
statesmen who joined French President Francois Hollande on
Sunday in an unprecedented march to pay tribute to the victims
of Islamist militant attacks only confirm this.
Notwithstanding the newfound bonhomie among the world
leaders there are genuine fears the fight against Islamic terrorism,
however, could turn into a fight against Islam itself.
Doubting Thomases can find the seeds of backlash against
Muslims when grenades and gunfire hit a mosque in the city
of Le Mans, Southwest of Paris, in the aftermath of the Cherlie
Hebdo carnage.
Further, the march planned by the so-called Patriotic
Europeans Against the Islamisation of the Occident (PEGIDA),
a known anti-Islamic group, today goes to confirm the fear of
backlash is really real, not imaginary.
Political observers cannot but agree. Dr. Carool Kersten,
an expert on the Study of Islam and Muslim World at King’s
College London says there is going to be a backlash against
Muslims in Europe.
Opining that the backlash would go beyond responses to
radicalized elements within the Muslim Communities, Kersten
says Paris carnage will very negatively impact the very position
of Muslim communities in various European societies.
For now, the outspoken German Justice Minister Heiko Mass
has done well when he lambasted the PEGIDA rabble-rousers
and said they would simply cancel the impending march if they
had a shred of decency.
It is also equally gratifying on the part of president Hollande
to come up with a thoughtful statement on Sunday: “Paris today
is the capital of the world. Our entire country will rise up and
show its best side.”
The Sunday march, which moved off from the central Place de la
Republique ahead of a sea of French and other flags marks a second
renaissance in France’s history.
France witnessed its first renaissance between 15th and early
17th centuries spreading the message of humanism by reviving art
and culture.
Renaissance literally means rebirth. Hence the second French
Renaissance should be seen as the World Renaissance.
It means the world, as one entity, should rise up to show its best
side, putting humanism above everything including religion.
France and a few other countries just did that once, in
different circumstances though and can do it again. But what
about others? If the answer is in the affirmative, then there
cannot be any backlash against Muslims anywhere in the world.
But, much would depend on our ability to prove: that we are still
humans in heart!

PREPARATION
Preheat the oven to 200C/400F/Gas 6.
In a mixing bowl, combine the flour, courgette, salt,
freshly ground black pepper and cheddar and mix
well.
In a separate bowl, mix together the milk, egg and
olive oil. Add this mixture to the dry ingredients and
mix well.
Grease ten muffin moulds and half-fill each with the
mix.
Prick each cherry tomato - this stops them popping
when they cook - and press one tomato into the top
of each spoonful of mix.
Spoon the remaining mixture over each muffin to
conceal the tomato. Cook for about 20 minutes until
golden brown.

hen the occasion demands,
Scott Brown is still
eminently capable of getting in
an opponent’s face or delivering a
sharp rebuke to a team-mate. Yet,
as the Celtic captain approaches
his 30th birthday, there is a
growing contemplative side to his
W
character.
This maturity has manifested
itself not only in a more
considered playing style for
club and country but also his
prodigious bid to become a
coach.
Brown recently penned a new
contract with Celtic and has
no intention of hanging up his
boots any time soon. But, just as
he has had to reform his game
from the high-energy approach
that brought him praise and
notoriety as a kid at Hibs, he
realises he needs to look for a
vocation to sustain his attention
when he is no longer capable of
performing at the top level.
The prospect of Brown the
manager may be a long way
off but he has been taking a
hands-on role with Stevie Frail’s
Under-20 squad at Lennoxtown
and has even been spotted in the
dugout during a handful of SPFL
Development League fixtures.

his career when he emerged
victorious in a thrilling slalom
at the Swiss resort of Adelboden
on Sunday.
The 28-year-old -- only fifth
after the first leg -- timed 1min
56.70sec to edge out German

“It is with huge emotion to
win my first World Cup race at
this superb resort,” said Gross,
whose previous best placing
this season was seventh. “It is
a huge day for me and for the

contender for goal of the
tournament as Iran made the
perfect start to their bid to finally
land a record-equalling fourth
AFC Asian Cup title after posting
a hard-fought 2-0 win over
Bahrain in Group C on Sunday.
Bahrain had made a lively start to
the contest, but after Iran improved
as the half progressed, Hajsafi’s
eye-catching strike opened the
scoring for Team Melli in first half
stoppage time with 47 minutes on
the clock.
And with Masoud Shojaei
adding a second with 19 minutes

remaining in the 71st minute,
the 1968, 1972 and 1976
winners Iran joined the United
Arab Emirates at the top of the
Group C table after the opening
round of fixtures following their
earlier 4-1 win over Gulf Cup
champions Qatar in Canberra.
Despite Iran’s supporters
creating an electric atmosphere at
a blustery Melbourne Rectangular
Stadium, Bahrain enjoyed the
best of the early chances as Ismail
Abdullatif tested goalkeeper Alireza
Haghighi after just six minutes

to crucially smoother his attempted
chipped effort just outside the six-
yard area.
But there was little Jaffar could
do in first half stoppage time as
Sepahan’s Hajsafi superbly found
the top corner from the edge of the
penalty area to the delight of the
majority of the 18,000 crowd after
taking one touch to control the
ball after Andranik Teymourian’s
corner had been punched clear by
the Bahrain goalkeeper.
And Jaffar remained the
busier of the two goalkeepers at
the start of the second half as the
Bahrain custodian gathered Reza
Ghoochannejhad’s well-struck
dipping shot from the edge of the
area at the second time of asking
four minutes after the
break.
Iran goalkeeper Haghighi,
though, had to be on his toes
nine minutes later to beat away a
rasping effort from Bahrain striker
Jaycee John from underneath his
crossbar.
But Bahrain’s hopes of a
comeback were all put ended
as Iran took full advantage
with 19 minutes remaining as
Teymourian’s corner found its way
to Shojaei close to the penalty spot,
and the midfielder saw his scuffed
effort creep into the bottom
corner despite a despairing dive
from Jaffar.
